Full Job Description

As the HSE Manager for the Fire Safety Program, you will work closely with the Building Safety Manager, the FSP HSE Manager, and the Crown Estate safety team to maintain a best-in-class fire and building management program. This is a crucial role requiring active engagement with a culture-based collaboration program, inspiring and motivating teams to deliver best practices. Your responsibilities will include actively monitoring, challenging, and driving projects for effective and efficient delivery with continual performance improvement. Your ability to motivate diverse business groups, demonstrate best practices, and implement innovative strategies will be key to your success.,

  • Risk Management: Manage program risk management responses, including interim measures and compliance reporting from a Health, Safety, and Fire perspective.

  • Team Integration: Work fully integrated with the Health, Safety, Environmental, and Wellbeing Team.

  • Escalation Point: Act as the focal point for escalation and support desk regarding health and safety and fire risks identified during the program.

  • Issue Resolution: Confidently handle escalation issues, ensuring prompt and sensitive resolution for a positive customer experience.

  • Team Accountability: Ensure the delivery team takes ownership of and completes their HS and Fire-related commitments while updating records and documentation as necessary.

  • Effective Communication: Communicate effectively and proactively about the delivery and management of project activities.

  • Practical Solutions: Work with technical teams to find practical solutions and improve project delivery.

  • Feedback and Innovation: Collect and evaluate feedback, deliver lessons learned, promote knowledge sharing, and seek innovations to improve health and safety outcomes.

  • Performance Information: Provide stakeholders and customers with timely and accurate safety and health performance information, and track action plans where required.

  • Audit Preparation: Prepare for audits, assessments, and inspections from all accreditation bodies and customers, ensuring supplier and subcontractor audits are performed and reported as scheduled.

  • Building Safety Act: Work under the direction of the JLL Building Safety Manager on the residential portfolio to drive the implementation of the Building Safety Act requirements, ensuring key milestones for the Golden Thread and Safety Case are met.

  • Stakeholder Liaison: Liaise with external enforcement bodies, insurance inspections, and clients to satisfy key stakeholder requirements.

  • Consultant Collaboration: Monitor and work with external HS and Building Consultants to ensure the liabilities of The Crown Estate are adequately identified, addressed, managed, and cost-effective. Report non-compliance with agreed practices to the Head of HSEQ Operations., Risk Analysis: Work closely with the Head of HSSEW Operations, Head of Residential, and Head of Operations to analyse HSE risk within the residential business and implement an effective risk management improvement program.

  • ISO Certification: Partner with the TCE Safety and Wellbeing Team to prepare and implement a Maturity Plan to achieve ISO 45001, aligning with the wider UK ISO certification.

  • Risk Register Management: Manage the Risk Register for the entire residential TCE portfolio.

  • Policy Implementation: With the Head of HSEW operations, update and implement operating policies and procedures to ensure regulatory compliance.

  • Incident Investigation: Lead the health and safety incident and near-miss investigation program, identifying root causes and making recommendations to prevent recurrence.

  • Training Program: Manage a Health and Safety training program to ensure compliance with mandatory legislative training and identified risk assessment needs.

  • Cultural Initiatives: Implement initiatives and leading indicators to embed H&SE values, helping drive the 'One Team Safer Together' culture within the business.

  • Audit Preparation: Prepare for audits, assessments, and inspections from all accreditation bodies and customers, ensuring supplier and subcontractor audits are performed and reported as scheduled.

  • Building Safety Act Implementation: Work alongside the Building Safety Manager on the residential portfolio to drive the implementation of the Building Safety Act requirements, ensuring key milestones for the Golden Thread and Safety Case are met.

  • External Liaison: Liaise with external enforcement bodies and insurance inspections, as well as in-house delivery teams to meet key stakeholder requirements.

  • Consultant Monitoring: Monitor and work with external Health, Safety, Security, and Environmental consultants to ensure liabilities are identified, managed, and cost-effective. Report non-compliance with agreed practices to the Head of HSEQ Operations.


  • HS Management / Audit Program:
  • Internal Audits: Carry out and record an internal audit program, supporting the FM team in all safety and compliance matters to ensure effective risk mitigation controls.

  • Property Audits: Ensure any outgoing or incoming properties have had an audit carried out, with reports uploaded onto Vision by JLL.

  • Training Needs Analysis: Maintain a training needs analysis for the portfolio, identifying relevant training provision and assisting with tracking.

  • Training Delivery: Facilitate training courses and update briefings as required, delivering regular training sessions to various operational management teams.

  • Additional Training Duties: Undertake any other training duties as required by the HSMS.


  • Your Safety Mission:

  • Incident Reduction: Quantify and reduce the occurrence of accidents, incidents, and near-misses using root cause analysis to drive a 'Safety First' culture.

    Professional Membership: Member of IOSH - CertIOSH preferred or working towards.

  • Educational Background: NEBOSH Diploma or Degree in Safety Management, Fire Safety Management, or Fire Engineering.

  • Fire Safety Certification: NEBOSH Fire Safety Certificate or Diploma.

  • Legislation Knowledge: Comprehensive knowledge of legislation and HS&E guidance.

  • Specialist Risk Areas: Expertise in Construction Design Management Regulations 2015 / Fire Safety.

  • Compliance Understanding: Sound understanding of residential compliance, including Building Safety Act requirements and implementation of secondary legislation.

  • Project Management: Proven experience in managing fire and building safety projects.

  • ISO Standards: Good understanding and implementation experience of ISO9001, ISO14001, ISO45001, and HSG65.
