Full Job Description

We are recruiting for an experienced HSEQI Manager to join the Performance Team, reporting directly to the Refinery General Manager. In this role, the successful candidate will lead a team of professionals covering Environment, Human Factors, Inspection, Process Safety, Health, Safety and Security, as well as Management and ISO Auditing. At this upper-tier COMAH site, they will play a pivotal role in shaping and influencing the department, ensuring safe and compliant operations while protecting both people and the environment. This key position is critical to the refinery's successful operations. The leader of this critical function is responsible for driving the Health, Safety, Environmental, Quality, and Inspection (HSEQI) strategy while ensuring alignment with long-term business goals and regulatory compliance.,

  • Health & Safety Policy Strategy and Oversight: Develop, implement and monitor HSEQI policies to ensure compliance with regulatory and Group requirements. Focus on continuous improvement and cost-effectiveness, risk assessments, asset integrity, incident reporting and investigations.
  • Environmental Stewardship: Oversee environmental management system to ensure compliance with regulations and minimise the site's environmental impact.
  • Regulatory and External Liaison: Serve as the main point of contact for regulatory bodies (HSE, EA), and industry groups, ensuring compliance, facilitating inspections/audits and representing the site in industry bodies.
  • Compliance and Safety Management: Oversee Health, Safety, and COMAH compliance, manage emergency responses, product quality, and maintain the Integrated Management System.
  • Crisis Management: Act as the primary contact with emergency services and regulatory bodies during emergencies, ensuring a robust emergency response and crisis management system.
  • Risk Management: Oversee the identification, risk assessment, and management of major accident hazards, ensuring asset integrity and effective incident reporting and investigation processes.
  • Training & Development: Ensure the workforce is properly trained on HSEQI standards, promoting a safety-first culture and continuous improvement.
  • Inspection and Asset Integrity: Develop inspection programs for critical assets, identify potential risks, and ensure remedial actions are taken to maintain safety.
  • Strategic and Financial Management: Align HSEQI strategies with long-term plans, managing profitability targets and budget control.
  • Performance Monitoring: Implement systems to monitor site safety, track performance trends, and drive continuous improvement initiatives.
  • Human Factors: Develop the site's Human Factors Strategy, ensuring that human reliability is addressed with the same rigor as technical measures.
  • Management Systems: Ensure robust Integrated Management Systems (ISO 9001, 14001, ISO 17020) are in place and that certifications are maintained.
  • Fire and Safety: Provide resources and systems for the operation of the site fire and safety department, ensuring adequate emergency planning and response capabilities.
  • Team Leadership: Manage the HSEQI team, including recruitment, performance evaluations, training, and resource planning. Ensure succession planning and human resource needs are aligned with operational requirements

    A graduate with at least 10 years of relevant industry experience or demonstrated technical competence through experience and performance. Chartered or working towards chartership.
  • Extensive experience in managing a HSEQI functions within a COMAH-regulated environment.
  • Ability to lead multidisciplinary teams and manage complex safety and environmental challenges.
  • Strong understanding of regulatory compliance, emergency response, and risk management.
