Full Job Description

You will be a strategic lead within the People's directorate, this post will provide leadership
and expert advice to Senior Managers and Members in our inhouse service delivery
areas and act as a lead in supporting the directorate to meet its CQC legislation
requirements

Purpose of Post:

As a Service Manager within the People's Directorate, you will develop and support the
delivery of the joint commissioning agenda; working effectively with both internal and




external partners to design and deliver in house services to achieve strategic outcomes
for the Peoples directorate. The role will lead on the CQC assurance across the
directorate to prepare for CQC inspections. The role will lead on continuous improvement
and work with commissioners to deliver its ambitious all age commissioning programme
across health and social care.

Has oversight of the commissioning arrangements for services for adult social care.

Lead on exploring and as part of the senior management team implementing new
commissioning and delivery models to achieve positive outcomes.

Has oversight and governance of changes to the delivery of services when required by
changing legislation, specifications, budgets, and quality of performance requirements and
make recommendations to the management team.

Will contribute to the leadership team's work, to ensure that the Council's statutory and
professional obligations (in their area) are met, and to ensure the delivery of policies and
priorities needed to enable effective services.

Programme management is required to deliver a number of transformational projects with
significant service and financial improvement targets. This will include the development of
project implementation plans and all associated project documentation.

Represents the Council at local, national and regional levels.

This post will provide expert advice to senior managers and members in the area of
commissioned services within the people Directorate, including providing support to the
Council's Scrutiny Function.

Is responsible for the Quality Assurance and Performance of Social Care functions in
relation to service delivery.

As a member of the Council's People Management Team, to support the development and
delivery of the Council's vision, values and strategic objectives on a range of directorate
and corporate policies and tasks.

To be responsible for the management of an agreed budget, influencing the annual budget
setting and realignment processes to meet identified priorities and ensuring the best
possible financial management.

Provide expertise and strong management to drive performance and to deliver the Council
priorities and meet service targets

Manage operational planning, service delivery issues and engage with partners and other
stakeholders in the promotion, communication and delivery of services including the
management and resolution of provider performance and failure issues.




To develop and maintain strong professional relationships with all contracted providers,
address deficits in provision and ensure strong market management and development.

To work to ensure that joined up, integrated services across key stakeholders meet the
needs of vulnerable adults and their families.

To ensure that the Local Authority's responsibility to deliver the highest possible quality
support to vulnerable people is achieved.

To ensure that the views of people in receipt of services are reflected in decision making
and planning.

To ensure oversight of quality assurance, standards of practice, and performance against
key statutory responsibilities.

To ensure services provided by independent and private sectors are appropriately
monitored to ensure service delivery meets required standards and represents value for
money., The post holder will be:

Responsible to the Assistant Director for Joint Commissioning who is in turn responsible
for the post holder's health and safety, training and development.

To be responsible for the strategic direction and policy development for provider
services. To develop short, mid, and long-term service strategies to support the People's
directorate and corporate plans.

Able to develop and deliver communications and communication strategies targeted at the
appropriate level.

As a member of the Council's Management Team, to support the development and delivery
of the Council's vision, values and strategic objectives with a management role on a range
of directorate and corporate policies and tasks.

Lead the council's CQC assurance programme to ensure the council is compliant with
CQC regulations.

To be responsible for the management of an agreed budget for Provider Services,
influencing the annual budget setting and realignment processes to meet identified
priorities ensuring the best possible financial management.




To ensure that the Local Authority's responsibilities to deliver the highest possible quality
support to vulnerable people is achieved, ensuring operational procedures and practices
are well defined, documented and consistently applied.

To ensure that the views of people in receipt of services are reflected in decision making
and planning through meaningful collaboration.

Lead and contribute to new service development identifying commercial opportunities in
provider services

To ensure oversight of quality assurance and standards and performance against key
statutory and regulatory responsibilities.

To manage and lead the in-house provider services currently consisting of Day Services,
Enable and Joint Training; Carers and the CQC Registered Services - Four Rivers and
START teams (Please note this may change subject to commissioning decisions)

Responsible and accountable for service delivery of Provider Services acting in a
supervisory/managerial capacity, monitoring performance, supporting development and
undertaking annual appraisals.

To ensure a robust management information framework is in place that provides leaders,
managers and professionals with the tools to analyse performance, outcomes and
impact.

To work with colleagues in Performance to ensure local, regional and national data returns
are accurate and produced in a timely way.

To work closely with external partners and stakeholders to contribute to the delivery of a
seamless service.

Expected to lead and/or contribute to a range of transformation and
commissioning/projects and build relations with both internal and external partners in order
achieve specified outcomes

Experience of working effectively through commissioning cycles managing tenders for
contracts of significant values
Responsible for the development and recommendation for services and activities to secure
best outcomes for service users and best outcomes for People Services that deliver
optimum value for money.

Manage performance of the services including defining outcomes, setting targets and
monitoring performance in partnership.

To ensure a robust management information framework is in place that provides leaders,
managers and professionals with the tools to analyse performance, outcomes and
impact.




To ensure that strong multi-agency quality audit and assurance systems are in place to
secure safe, high-quality services and that policies and practices are monitored and
reviewed on a regular basis with reports and recommendations to Boards and
Management Teams and that outcomes and practice changes communicated to front line
practice.

To work with senior management colleagues to ensure that quality assurance issues are
addressed in the review and development of strategic polices and the delivery of services
in accordance with changes to relevant legislation, corporate policy, professional best
practice etc.

As part of the senior management team, develop and deliver transformational plans,
communications and strategies targeted at the appropriate level.

To work with colleagues in Performance to ensure local, regional and national data
returns are accurate and produced in a timely way.

To attend corporate boards as required

To ensure the directorate is compliant under data protection and Freedom of information
and oversee and monitor all FOI returns prior to final sign off and submission by the
Director.

To work with the corporate complaints department to ensure that complaints regarding
commissioned services are dealt with in a timely and effective manner

To work with the Communications team to develop press statements and information for
the public as required prior to final sign off and submission by Head of Service and/or
Director.

To be part of the senior managers on call rota and to be available to respond to
emergencies outside of working hours when on call.



Outcomes

Vision, (Planning and Strategy)

As a member of Strategic Management Team (SMT), ensures the Council's Core Values
are articulated and communicated internally and externally in accordance with best
practice and appropriate to the audience.

As part of SMT, develop strategies and implement the delivery of them through clear
project and transformation management plans.

Contribute to the Peoples Services management team in their role of advising Elected
Members, Portfolio Holder, and Council Management Team.




Supports the Management Team (Peoples Services) in networking and engaging at
national, regional and local level to understand and influence best practice, maintain the
profile and promote the interests of the Council.

Ensures that visions and strategies are developed in liaison with Members, partners and
service users.

Engages stakeholders in developing and delivering strategies to meet the needs of
adults and families in Shropshire.

Engages partners (e.g., Health, Police, Voluntary Sector, and other stakeholders) in
developing and delivering strategies to meet the needs of vulnerable adults in
Shropshire., Supporting the management team to develop a vision and strategies for Peoples
Services which reflect national priorities within the local context and are embedded with
people who use services, partners and key stakeholders and staff.

Ensure that strategies are in place to motivate and enable staff and partners to perform
and deliver the Corporate Plan.

Through management structures ensure the health safety and wellbeing of employees
and people using services is effectively monitored and controlled within Peoples
services

Create a culture of continuous improvement and encouraging diverse ways of delivering
services which better meet the needs of people in Shropshire.

Support employees to embrace modern business practices and modern technology.


Partnership

Identifies and works with key partners to consider how to respond to local priorities and
meet the challenges of service delivery across the Health and Social Care economy.

Works with regional agencies to secure the best possible outcomes for the people of
Shropshire.


Service Delivery

The post holder is responsible for:




Facilitating the delivery of services designed around the needs of vulnerable adults, their
families and carers.

Facilitating the delivery of services from providers to deliver services in accordance with
the Vision, Values, and strategies of the Council.

Ensuring that resources are in place to deliver the identified prioritised service needs.

Consider how technology can be used to create better outcomes for people and efficient
and effective services.

Ensuring that Service and Team action plans are developed to meet the identified
service delivery needs and outcomes and to ensure that these are monitored via
performance appraisals and service reviews.

Ensuring that service delivery models ensure the effective delivery of the national
initiatives and frameworks within the local context.

Supported by systems which support the accurate provision of management information
responsive to changes in legislation, national, regional and local priorities.

Develop outcome measures that provide information on the success of commissioned
services and use these measures to inform changes and future commissioning
intentions.

Structured and resourced appropriately and provides mechanisms to deliver continuous
improvement.

Ensuring services that a re-designed around the needs of vulnerable adults, children and
young people and their families and carers are delivered safely and effectively.

That the voluntary, independent and private sector providers deliver services in
accordance with the Vision, Values, and strategies of the Council.

These duties are illustrative and not exhaustive. The postholder will be expected to
become involved in a range of work to enable the service to respond effectively to the
changing requirements of the Council and changes affecting the workforce.


Performance & Customer Focus

The post holder will ensure:

Arrangements are in place to assess the group's performance with the Council's
performance management framework and other appropriate local and national
frameworks to continually improve the performance across the Council.

Providing performance reports as required e.g. to DMT, Cabinet and Scrutiny Panels.




Contribute to the creation of Action Plans to address any areas of underperformance
within their service area and their implementation and effectiveness are monitored to
achieve outcomes.

Local performance indicators are developed and continuously improved to address local
service delivery needs.

A culture of continuous improvement is in place and evident via improved results.

Staff are motivated, informed and sufficiently skilled to achieve high standards of work,
pursue the Council's objective and uphold its values.

Arrangements are in place to ensure services provided by voluntary, independent and
private sectors are appropriately monitored to ensure service delivery meets required
standards and represents value for money.

Performance is driven up in terms of outcomes and effective use of resources by leading
joint initiatives with partners and other agencies.

Who will your manager be and what will you be responsible for?

You will be:

  • reporting to Assistant Director for Joint Commissioning who is in turn responsible

  • for your health and safety, training and development.
  • responsible and accountable for direct line management approx. 6 managers and

  • indirect line management of those members of staff under those post.
  • Acting in a supervisory/managerial capacity, monitoring performance, supporting

  • development and undertaking annual appraisals.
  • Responsible for a direct budget

  • Responsible for preparing responses in line with Shropshire Council's corporate

  • processes and national/regulatory/statutory processes (e.g. complaints, MP
    enquiries, Information Governance requests, customer enquiries, media enquiries,
    HR staff investigations etc). These responses should be in line with the quality and
    timescale expectations set out within Shropshire Council's published procedures
    and/or case allocation emails and discussions.

  • Responsible for completing within expected timescales all mandatory corporate and

  • role specific training. Training requirements will be detailed in your corporate
    induction and Personal Development Plan (PDP). Courses are accessed via the
    council Learning Management System via the Intranet.

  • Responsibilities as set out in the Council Constitution


  • Expected to undertake all relevant training requirements specifically to the role

  • including formal Hearing / Investigating Officer training relating to Disciplinary /
    Grievance policies and procedures.

    As a member of the Senior Management Team within People's Directorate you will support
    the achievement of these key priorities, making a real difference to the lives of people in
    Shropshire.

    This role will be part of the Joint Commissioning structure within the People Directorate.
    The role is integral to the leadership team leading vital services to our residents across
    Shropshire.

  • The conditions of service are those laid down by the Joint Negotiating Committee

  • (JNC) for Local Government Services, as amended from time to time and as
    adopted by the Council.

    1. The post is based at Shire Hall however, required to work regularly from home.

    2. This post is subject to the following:




  • The post is 37permanenthours per week,

  • Normal office hours are 7am to 7pm Monday - Friday and 8am-1pm Saturday

  • Additional payments do not apply.

  • On call for out of hours duty, a week at a time Monday 8am to Monday 8am


  • 3. This post carries eligibility to join the Local Government Pension Scheme. Information
    about this and other pension options will be sent with any formal offer of appointment.

    4. Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual
    leave plus bank holidays, with five days extra awarded to those staff with five years
    local government service giving an entitlement of 244 hours (33 days). Two days of an
    employee's allowance (pro rota for part time staff) must be taken at Christmas for any
    potential Christmas closures. Employees who work in a building/service which is
    required to open over the Christmas period, the two days leave (pro rota) can be carried
    over into your next leave year but must be used by the end of March.

    5. The appointment is subject to 3 months' notice in writing on either side.

    6. The appointment is subject to six months' satisfactory probationary service during
    which time the notice period will be one week on either side.

    7. Smoking is not allowed in Council buildings, in Council vehicles or in any Council place
    of work.

    8. It is a condition of your appointment that you provide a suitable vehicle for the
    performance of your duties and that this is readily available for use during normal
    working hours. You are entitled to claim for reimbursement of the costs of travel on
    council business at the agreed flat rate per mile.

    9. Under the provisions of the Local Government and Housing Act, 1989, the holder of
    this post will be subject to political restrictions, full details of which will be included in
    any formal offer of appointment.
