Full Job Description

Do you want to play a leading role in overseeing the safeguarding of children and vulnerable groups? The Disclosure and Barring Service (DBS) was launched on 1 December 2012. Its disclosure service enables employers and voluntary organisations in England and Wales to make informed recruitment decisions using information from police records and other sources. An Enhanced Disclosure is the highest level of criminal record certificate issued by the DBS. Chief Police Officers have a legal duty to include local police information that they reasonably believe ought to be disclosed on an enhanced criminal record certificate because it is directly relevant to the application. Under the Protection of Freedoms Act 2012, the Independent Monitor has the statutory power to review disputes from applicants regarding the local police information that has been disclosed on their enhanced certificate. Their key responsibilities are to:

  • review samples of cases where information from local police records has been included (or not included) on disclosure certificates or disclosed via the DBS Update Service;
  • produce an annual report to the Home Secretary, which is made public, making recommendations as to possible changes to law or process in this area; and
  • monitor the response to, and implementation of any recommendations made reporting on the progress and delivery of these as required.

    As the Independent Monitor, you will ideally have proven experience of analysing and evaluating complex, sensitive and challenging information, with the ability to produce informative, persuasive and succinct reports. As such you will be a clear communicator, with a proven track record of engaging successfully with others, building productive working relationships with a variety of partner organisations including law enforcement agencies and Ministers, to deliver Government priorities.

    The DBS is a Non-Financial Public Corporation (NFPC), which came into being on 1 December 2012. The DBS provides information to employers to support safer recruitment decisions and helps prevent unsuitable people from working with vulnerable groups by maintaining the Children and Adults Barred Lists.
