Your role and responsibilities
Reporting to the Head of Contract and Commissioning, you will:
- Lead asset management for Suffolk's local highways infrastructure.
- Develop, review, and implement Highways Infrastructure Asset Management Strategy, Policy, and Plans to ensure sustainable and well-managed highways across Suffolk.
- Commission asset maintenance investments and activities to achieve optimal outcomes from allocated budgets and resources.
- Promote and embed positive cultures and behaviours within your service area.
- Establish and maintain strong relationships with a diverse range of stakeholders, including the council's contracted service providers.

Degree in a relevant discipline (preferably engineering) or equivalent experience in highway infrastructure asset management.
- Chartered or Incorporated Engineer status with a relevant professional institute or institution (preferred).
- Diploma in Management Studies or equivalent management qualification, or demonstrable management experience (preferred)
- Proven experience in managing complex projects in highways maintenance and engineering, and effectively embedding policies and plans.
- In-depth knowledge of legislation and procedural context relevant to local authority highway services (e.g., Highways Act, Land Drainage Act, New Roads and Street Works Act, Traffic Management Act, Wildlife and Countryside Act).
- Working knowledge of New Engineering Contract (NEC) term maintenance contracts and commissioning and managing works using alternative payment options.
- Financial awareness and commercial acumen for robust financial management and prioritisation of funding.
- Experience in management, resource, and budget management, including monitoring and controlling performance in a political or similar organisation.
- Extensive knowledge of Construction Design Management (CDM) Regulations, safety, health, environmental, and traffic management legislation and guidance., Disability Confident

Suffolk Highways is a collaboration between Suffolk County Council and private sector service provider(s) to meet the primary objective of maintaining roads and delivering new highway infrastructure in Suffolk., Step 3 - Upload a supporting statement answering the following questions below (no more than 750 words per question). 1. Provide an example of how you have motivated and developed a team to achieve challenging objectives?
2. Share an experience where you successfully developed and implemented asset management plans or strategies. What was your role in this and how did you build strong relationships and influence positive outcomes?
3. Describe a time when you have managed multi disciplined teams and competing budget demands within a political environment. What was your role and how did you manage effective outcomes?

Between £58,270 and £69,413 per annum (pro rata for part time) depending on experience
- 37 hours per week - Flexible working options available
- Permanent, Interview date: Week commencing 27 January 2025 - Please note: As part of the interview candidates will be required to deliver a 15 minute presentation, the presentation topic will be provided a minimum of one week ahead of the interview date. The interview is likely to be 1.5hrs in duration which will cover time for the presentation and 5 minutes of questions on this topic, followed by a set of questions related to the role as part of a standard interview process.
