On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.
ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:

  • to improve outcomes in population health and healthcare

  • tackle inequalities in outcomes, experience and access

  • enhance productivity and value for money

  • help the NHS support broader social and economic development.

As the subject matter expert, there will be an expectation to collaborate and upskill colleagues across the technical services teams.
    The Infrastructure Manager is accountable for the delivery of the service. This role will lead the development and deployment of a strong governance and management practices to assure the delivery of infrastructure services across private and public cloud platforms.
    As a senior manager in the ICT service, the Infrastructure Manager will work with the Head of Service in re-tendering services, as well as procuring new technical solutions as part of the wider ICB and ICS strategy.
    The Infrastructure Manager will develop strategies for managing the hybrid cloud and on-premises platforms, managing compliance with technical, regulatory and security requirements and standards. Ensuring that a catalogue of platform infrastructure services, delivered by in-house and/or 3rd party vendors, meet service level agreements.
    This role will ensure the services are monitored effectively and that identified actions to maintain and/or continuously improve levels of service are implemented.
    The post holder will be responsible for developing policies, processes and long-term strategies for the design, monitoring, and maintenance of infrastructure services required to meet service availability targets., Key working relationships
    Key working relationships for this role includes Senior ICT Operations colleagues, Engineers and Service Leads across the ICT Technical Operations team plus Change Management and Technical Governance.
    Build and maintain good working relationships through communication with a broad range of clinical, digital, and managerial stakeholders, at varying levels across NCL health and care organisations, and with external organisations including key suppliers.
    The post holder will be responsible for the management of the NCL Infrastructure team to deliver services and developments to the 205 GP practices, the ICB as well as the wider health economy.
    Represent the ICT service for internal and external meetings, which may require delivery of difficult messages to high-level audiences.
    Effective stakeholder management across different organisations and at all levels, maintaining relationships with key and high-profile stakeholders.
    Commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues.
    Ensure optimal levels of engagement to secure stakeholder commitment and support for the development and implementation of strategic change programmes.

  • Educated to Master's degree or equivalent level of experience working at a similar level in the specialist area.

  • Evidence of continuing professional development and managerial development

  • ITILv3 Foundation certification

  • Microsoft Cloud and infrastructure certification

  • Significant experience in infrastructure operations, management and leadership

  • Significant experience in providing senior level technical support through a team of technical experts.

  • · Significant experience in providing specialist, professional technical support and guidance to peers and colleagues.
    · Complex configuration, administration, planning, design, implementation, and management of cloud operations services.
  • An in depth understanding of a range of security authentication and encryption methods.

  • Significant experience ensuring all services are in accordance with legislation and good practice.

  • Understanding and experience of working in a full-service ICT operation.

  • Experience designing and delivering technical infrastructures to support a multi -client base.

  • Contributing to managing budgets

  • Experience identifying opportunities for improvement and change in a large organisation.

  • Understanding of the current issues impacting on the NHS.

  • ICT expert with an advanced working knowledge and proficiency in all Microsoft packages (e.g. Entra, InTune, Sharepoint, PowerApps).

  • Setting high standards and driving a culture of excellence.

  • Delivering high quality outputs.

  • Provide and receive highly complex, sensitive, or contentious information, and present complex and sensitive information to large and influential groups.

  • Negotiate on difficult and contentious issues including performance and change.

  • Takes decisions on difficult and contentious issues where there may be several courses of action.

  • Strategic thinking - ability to anticipate and resolve problems before they arise.

  • Ability to analyse complex facts and situations, and develop a range of options.

  • Demonstrated capability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements accordingly.
