Full Job Description

We are seeking to recruit a Development Inspector into the Highway Adoptions team. You will undertake the supervision and monitoring function in respect of new developments operating under section 38 agreements and associated highway works covered by a section 278 agreement.

WHAT IS INVOLVED?
The duties of this role include, but aren't limited to;

To assist the Highways Adoption Engineers in respect of the supervision of construction works for all section 38 and 278 agreements.
Instructing contractors or developers on remedial works, solving construction problems and ensuring high standards are maintained and that the works proceed in accordance with the approved development drawings.

Liaise with developers in respect of pre-start inspections of the adopted carriageway linked to new developments.

Maintain comprehensive inspection records in respect of new developments and liaise with developers or their representatives and Highway Adoption Engineers.

Representing DCC at site meetings and managing and prioritising the demands put on you from private developers and their contractors. Liaise with Highways Adoption Engineers in respect of new development progress and works on the public highway.

Inspecting and approving highway works on new development sites and advising the Highways Adoption Engineer whether those works are the required standard for bond reductions or to be adopted by the Authority.
Liaise with contractors in the supervision of s38 and s278 works and provide advice and guidance in respect of designs and construction.
Record all decisions taken on site in an asset management recording system.

Record all site visits/inspections, decisions, advise provided on site to developers or their contractors in accordance with an established asset management system. This includes report writing, taking photographs, measures taken on site and recording of testing of materials results.
Monitor complaints and CRNs and allocate work accordingly.

Investigate and resolve complaints or issues arising from new development works including those relating to the welfare of the general public and that impact on the existing highway network. Liaison with elected members as required.

Undertake ad-hoc inspections of other capital highways works where appropriate to ensure compliance with current design standards.     If successful, you will be required to undertake and pass an in-house driving assessment as part of our pre-employment checks before any offer of appointment can be confirmed.
