An exciting opportunity has arisen to gain experience of integrated commissioning and transformation activity across Coventry and Warwickshire for autistic people and people with learning disabilities (LDA). This is a fixed term vacancy as an Integrated Transformation Lead for 12 months, covering the current postholders' maternity leave. The Integrated Commissioning Team for Learning Disability and Autism is hosted by Warwickshire County Council, within the Children and All Age Disabilities Team, on behalf of:

  • Warwickshire County Council
  • Coventry City Council
  • NHS Coventry and Warwickshire ICB
  • The Integrated Commissioning Team for LDA is committed to improving the lives of autistic people and people with a learning disability of all ages by enabling them to maximise their independence, live healthy lives, be part of their community and have choice and control over their care and support. This role has a particular focus on reducing reliance on mental health inpatient provision, including evolving admission avoidance offers and the development of the local market of care and support providers to ensure adequate capacity so that people can transition successfully from inpatient settings to homes within the local community. Commissioning responsibility extends across a range of specialist health and community-based service provision. The postholder will be responsible for the planning, delivery and oversight of a range of commissioning and redesign projects, providing commissioning and transformational expertise. Regular liaison with the local partner organisations (Warwickshire County Council, Coventry City Council, NHS Coventry and Warwickshire ICB and Coventry and Warwickshire Partnership Trust) will ensure progression of integrated activity and close alignment to place based activity, ensuring that integrated provision complements and supports local objectives and priorities. The Integrated Transformation Lead will have line management responsibility. The Integrated Commissioning Team are responsible for a range of commissioning intentions and priority transformational activity including:
  • Delivering responsibilities for integrated commissioning for children, young people and adults as outlined within NHS operational planning guidance and the Care Act;
  • Delivering all age commissioning intentions for autistic people and people with learning disabilities;
  • Ensuring the alignment of strategic integrated commissioning intentions and place-based activity/priorities;
  • Co-ordinating and delivering the Coventry and Warwickshire Autism Strategy;
  • Developing integrated pathways, models of care/support and associated commissioning arrangements;
  • Focused market development and engagement across the Coventry and Warwickshire system to ensure specialist provider development including working with housing leads and providers to facilitate the development of appropriate accommodation and care options;
  • Pursuing funding opportunities, such as NHSE capital grants, to further evolve the local offer according to evidenced need;
  • Contributing to the system focussed activity on reducing health inequalities experienced by autistic people and those with a learning disability;
  • Working with commissioners and providers to ensure that non-specialist provision is developed in an accessible way so that the needs of autistic people and those with LD are considered and reasonable adjustments promoted.

    The Fluency Duty is outlined in the Code of Practice on the English language requirements for public sector workers. The Fluency Duty for this role is Required. You must be able to speak and provide advice in accurate spoken English to the public.
