The U.K. Intellectual Property Office (IPO) is the government agency responsible for patents, designs, trademarks, and copyright. The Rights, Policy & Enforcement Directorate supports holders of all IP rights by engaging with law enforcement agencies to assist in the enforcement of those rights.
The IPO Intelligence Gateway Team is a key part of this, providing a single point of entry and exit for all information, intelligence and support requests, and facilitating greater engagement with stakeholders. It tackles the highest harm threats through the 4P (Pursue, Prepare, Protect, Prevent) organised crime strategy and is aligned to priorities set out in the IP Crime Strategic Assessment and IP Counter Infringement Strategy., This is an exciting opportunity to join the team as an Intelligence Development and Research Officer (IDRO). The IDRO has a key role in the intelligence process through the assessment and evaluation of information and the subsequent research against a range of intelligence systems and databases. You will produce intelligence products, such as intelligence reports, and will assist Gateway managers by making decisions on research and producing recommendations for case progression and ownership, including taking ownership of cases yourself. You will also support wider teams including financial, analytical, partnership and engagement teams.
The work of the IDRO assists in understanding the big picture, helps inform decision makers at a strategic, tactical and operational level and contributes to the objectives set out within the Enforcement Strategy. You will be required to liaise with other law enforcement and government agencies as well as industry partners to discuss and share intelligence as and when required. There will be opportunities to attend events and operational activity, working with a variety of stakeholders, including the collection of information to be assessed, developed, evaluated and reported. There will also be opportunities for training to support personal development.
Working location
This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport office. Occasional travel to meetings and events around the UK, and sometimes overseas, may also be required.
The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.
Person specification
Key Duties of the role consist of, but are not limited to:
+ Receive and assess information on intelligence systems and disseminate to relevant parties, in line with confidentiality, sensitivity and duty of care policies and relevant legislation to ensure intelligence is processed correctly.
+ Undertake qualitative and quantitative research to produce intelligence and/or inform analytical products, including collecting, collating and evaluating information from a wide variety of sources at a strategic, tactical or operational level.
+ Prepare and deliver research summaries and findings, such as presentations and reports, to clearly and accurately inform decision making and/or facilitate analysis, including making recommendations on case progression and ownership.
+ Where appropriate, take ownership of casework, including decision-making and prioritisation, and manage time effectively to meet objectives and deadlines.
+ Interpret and apply legislation and policy to a specific activity.
+ Work as part of a team providing assistance as required.
+ Develop and maintain effective working relationships with colleagues and partners, such as liaising with other agencies to promote information exchange and joint working.
+ Represent the work of the wider intelligence and law enforcement team with deployments at enforcement activity, presentations and attendance at exhibitions, seminars, conferences, and road shows.
+ Maintain awareness of innovation within intelligence and aid the identification and development of new sources and methods of research to ensure that intelligence products reflect latest methodologies and best practice.

Successful candidates must pass a disclosure and barring security check and if successful you must also hold, or be willing to obtain, a higher Security Clearance.
For meaningful checks to be carried out individuals will need to have lived in the UK for a sufficient period of time, depending on the level of clearance, to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. + Demonstrable experience in collecting, evaluating, and disseminating intelligence in line with confidentiality, sensitivity, and legal policies, ensuring proper information flow and compliance with relevant legislation.
+ Proven ability to conduct both qualitative and quantitative research, including the ability to collate and evaluate data from various sources and use this to produce intelligence reports or inform decision-making.
+ Strong written and verbal communication skills, with experience in preparing and delivering reports, presentations, and research summaries to inform decision-making and case progression.
+ Ability to interpret and apply relevant legislation and policy frameworks in decision-making processes, ensuring compliance and accuracy in intelligence work.
+ Proven experience in working effectively within a team, collaborating with colleagues and external partners, and maintaining professional relationships to support intelligence sharing and joint operations.
