The Safer and Greener Buildings Group has been established to bring together the Department’s work responding to the Grenfell Tower fire and supporting the UK to achieve Net Zero Carbon Emissions by 2050, leaving a legacy of safer buildings that are greener and better adapted to climate change . The Recovery Strategy Unit (RSU) at the heart of Safer Green Building’s ambition. It is tasked with pursuing individuals and companies who are failing to make buildings safe and pay to fix the building safety issues they caused. Intelligence is key to driving this work forward, to complement effective strategic communications and the use of litigation to drive behaviour change. As a G7 intelligence manager your focus will be supporting the intelligence analysts and you will be involved in these are fascinating and unique roles. Whether working with internal and external stakeholders to identify the intelligence requirements, supporting teams to progress a case and reporting to Ministers, you will be at the forefront of holding industry to account for their actions. Travel costs will not be reimbursed., We are seeking a highly skilled Intelligence Manager to lead a small team of SEO intelligence analysts responsible for gathering, analysing, and ensuring the compliance of intelligence operations within our organisation. The Intelligence Manager will play a critical role in quality assuring and leading the intel analyst work, play an active role in developing and embedding the function of intelligence across the Director-General led Group, Safer and Greener Buildings. They will also be involved in developing policy, guidance, and frameworks to ensure that all intelligence activities align with legal and regulatory requirements. This position requires a strategic thinker with a strong understanding of intelligence gathering, governance, and risk management. Responsibilities + Team Leadership: the successful person will carry out intelligence gathering but a big part of the role will be to manage, mentor, and develop a small team of intelligence analysts, ensuring their work is compliant, accurate, and aligned with organisational objectives. You will have oversight of their day-to-day activities, providing direction and support where needed. + Policy and Framework Development: Develop and implement robust operational policies, procedures, and frameworks to guide intelligence gathering, ensuring full compliance with relevant regulations and standards. Your work will help establish clear boundaries and practices that uphold the integrity of intelligence operations. + Compliance and Governance: Ensure all intelligence activities are compliant with applicable laws and internal policies, such as RIPA (Regulation of Investigatory Powers Act) and other regulatory frameworks. Establish and maintain governance structures that provide oversight and accountability across the intelligence function. + Risk Management: Proactively identify, assess, and escalate risks related to intelligence gathering activities. Ensure that potential risks are communicated effectively and that appropriate mitigation measures are implemented. + Collaboration and Stakeholder Engagement: Work closely with internal stakeholders, including security, commercial, and legal teams, to ensure alignment with wider governance and organisational objectives.     + Experience in managing intelligence operations or similar functions demonstrating a strong understanding of intelligence gathering, analysis, and reporting and quality assurance. + Strong knowledge of relevant laws, regulations, and compliance requirements (e.g. RIPA, DPA, POCA). + Proven experience in managing and leading teams, with exceptional communication and interpersonal skills. Adept at developing and nurturing team members. Strong leadership abilities to guide the team in creating strategic intelligence assessments of unsafe buildings and identifying bad actors, driving the team forward. + Proven ability to draft, develop, and implement policies, frameworks, and governance structures, ensuring team compliance with regulations. Strong governance should include analytical and risk management skills, with the ability to identify and mitigate potential issues. + Experience in stakeholder management and the ability to collaborate with cross-functional teams. Strong networking skills to engage with cross-government intelligence networks and local regulators, providing a holistic view. + Experience of boards and presenting and explaining complex data senior officials. Desirable Criteria + Background in working with or leading intelligence teams in a public sector or government context. + Knowledge of financial or specialist intelligence analysis (e.g., Financial Intelligence Officer qualifications). + Membership in the government [DA1] such as NIAT GIAM DIAM. If successful in this role, you would be expected to obtain SC clearance.
