RIS Offshore is responsible for providing an enhanced service as CCG's coordinated centre for offshore intelligence and data acquisition, risk identification and development. This is a fast-paced and high profiled environment requiring someone who can thrive ensuring delivery of the highest quality products whilst working under pressure.
The TIDI (Taxes, Information, Data & Intelligence) Team forms the key cross Offshore expertise for ensuring efficient and effective exploitation of offshore data and intelligence in line with the offshore strategy and campaigns. This includes triaging and preparing data, analysing, and profiling data and using innovation and visualization tools to meet risk and insight needs. Also responsible for using information powers to gather information needed to help inform and drive compliance campaigns and activity.
Within TIDI, The Intelligence and Risking team (IRT) provides a core function; developing quality intelligence products on individuals and organisations involved in tax fraud, evasion or avoidance.
This is achieved by working closely with teams within TIDI including the Taxes Technical team; understanding their tax risk led goals and deliverables and utilising this to exploit the available intelligence and information available. The team also work closely with wider CCG and HMRC colleagues in supporting their targets.
A key aspect of the team is the role of gatekeepers for the Offshore intelligence and information held on our bespoke data analysis tool; BDEC. A fundamental role of this team is utilising this tool to risk assess, identify, and assist development of information and intelligence led cases, as well as supporting wider HMRC colleagues with their existing cases or projects., The successful candidate will provide a pivotal role in the work undertaken within the team by analysing raw intelligence and creating risk profiles, identifying cases for suitable for development and deliver to HMRC colleagues across CCG to enable their interventions against evasion, fraud and criminal attacks.
Working alongside a team of intelligence Officers, through the use of our bespoke data system, and other HMRC systems, intelligence will be accessed with intelligence reports created for dissemination to highlight pictures of tax risk for intra-Offshore teams, as well as wider CCG and HMRC colleagues.
In addition to the creation of intelligence products, the team work closely with other teams within IDI to support their projects and seek to identify spin off areas of work which can further support Offshores targets. This can vary from researching Offshore banks and other financial service providers, to providing risk reviews of individuals or entities linked to projects or existing pieces of work.
The risk support aspect of the role will be wide ranging and include registering all cross-TIDI team cases, supporting the Offshore Intelligence Coordination Centre and other IDI team members to coordinate, draw out and support intelligence in cases, requiring access to and use of departmental systems and records.
They will support with research into potential and ongoing projects, draw out potential targets, new Intelligence Analysis threats or assisting with the International Joint Chiefs (J5) recommendations.
Post-holders will carry out activities governed by established HMRC procedures, pursuant to the Regulation of Investigatory Powers Act 2000 (RIPA); Investigatory Procedures Act 2016 and other relevant legislation.
The post-holder may be required to undertake representational duties, reflecting a sound knowledge of the nature and range of the Offshore threats to HMRC regimes. This will involve building and maintaining working relationships with strategic stakeholders and partners (internal and external) and engaging with them in order to assist in the flow of intelligence and the furtherance of intelligence and cases., Work within a team to develop quality intelligence products, in line with HMRC strategies, policies and customer requirements within agreed timescales. This will be in line with legislation, Criminal Justice rules and standards and HMRC policy.
Provide analysis of intelligence and information, identifying and clearly explaining the tax risks present, providing a detailed risk report to feed into the case production cycle.
Assist in the evaluation of intelligence gaps and identify new intervention opportunities.
