Full Job Description

We are working with an NHS organisation who are seeking to appoint an Interim Head of Financial Management for a short term role. The role will start ASAP and will be for 9 months initially via a FTC at band 8c AfC. The Head of Financial Management will coordinate financial performance, planning and reporting activities and functions across the Trust. They will support the delivery of key financial targets/regulatory requirements, and as part of a collective leadership team develop the financial performance framework, leading, coordinating and directing the Trust's financial management teams to provide excellent financial information to support the Trust in delivering their short and medium term financial plans. The role will be hybrid working with 2 - 3 days on site expected. Key responsibilities will include:

  • Work with the Director of Finance and Deputy Director of Finance, as part of a wider collective leadership team, to ensure that the Trust's business plans and financial governance systems are understood and align to support delivery of the strategy;
  • Coordinate financial planning activities across the Trust including overall operational and longer-term financial plans for the Trust to ensure the delivery of key financial targets / regulatory requirements;
  • Manage the core financial management activities to support delivery of the in-year financial position and all financial reporting including in year monitoring returns to NHS England / Improvement (NHSE/I), Board and Committees, Senior Leadership Team and Financial Sustainability Board;
  • Develop and oversee the financial performance framework including triangulating with other performance indicators in order to report comprehensively on financial performance;
  • Develop and oversee the Trust's Costing Transformation Programme, developing system and processes to improve decision-making relating to use of resources and embedding understanding of cost drivers alongside financial management information, including from triangulation with contractual performance, benchmarking and to support the development of cost reduction plans;
  • Develop and oversee the Trust's system for the monitoring and recording of all income contracts.
  • Lead and coordinate the activities of the Trust's financial management teams to provide excellent financial information and responsive business partnering, advice and support;
  • Provide sound professional advice and support to the Deputy Director of Finance in ensuring the development and implementation of financial policy and strategy for the Trust and management of the in-year position;
  • Provide a supporting role to the Deputy Director of Finance, contributing to the development of the financial strategy and strategic business plan of the Trust. The post holder will be required to deputise for the Deputy Director of Finance, across financial performance, planning and reporting aspects of his / her responsibility;
  • In conjunction with Senior Management, set the direction and objectives of the financial management teams;
  • Responsible for ensuring that training and development within the Financial Management function is appropriate to deliver the financial and departmental business plan;
  • Develop and maintain close working relationships with a range of senior finance colleagues across the footprint 'place-based' systems;
  • The post holder will, as part of the Senior Finance Team, play a key role in promoting an organisational culture that actively promotes the Trust's Vision and Values and positively engages staff, service users and other stakeholders in quality improvement and service transformation; This will include supporting the development and delivery of the Trust's approach to continuous improvement and role modelling and further embedding in the organisation the Trust's values;
  • To promote at all times a positive image of the Finance and the wider Trust.

    CCAB qualified accountant, and current registration with professional body;
  • Post-qualification experience at a senior level in the NHS;
  • Experience of working in different NHS Trusts, finance regimes and finance disciplines;
  • Extensive experience of advising and working with senior managers and directors of a large, complex organisation;
  • Proven experience of financial management within a large organisation;
  • Proven experience of managing teams to deliver complex change programmes and supporting operational services to release financial efficiencies;
  • Experience of leading financial planning, budget setting, financial accounting and annual accounts processes to deliver timely and accurate statutory financial statements;
  • Experience of implementing audit recommendations and liaising proactively with audit colleagues;
  • Can demonstrate successful business planning, objective setting and experience of performance management;
  • Experience of presenting complex issues to wide & non-financial audiences.
