Full Job Description
The Land Officer will assume responsibility for supporting the Land, Acquisition and Planning Manager in carrying out activities related to consents, licenses and agreements between the NTA and other relevant third-party stakeholders (e.g., homeowners) that are required for the efficient and successful delivery of CBCIW. The role holder will act as a source of expert advice in regards land and property, providing analysis and strategic advice on various property related matters and managing property-based negotiations, involving significant interaction with internal and external stakeholders on multiple property related matters.
- Required to have 3+ years' land and property acquisition and management experience and management and a proven track record of conducting land and property acquisition and management activities on high value road and / or infrastructure projects or projects of a similar scale and complexity to CBCIW.
- Further demonstrated experience and knowledge in the following is desirable:
- The Irish property market and a strong understanding of compulsory purchase law and practice;
- The obligations on public sector organisations in acquiring land and property;
- Carrying out specialised property valuations and appraisals;
- Actively contributing, negotiating and concluding property-based agreements involving a wide variety of stakeholders;
- Dealing with a range of stakeholders at all levels across the organisation influencing the improvement of processes and providing guidance to support project delivery and reporting;
- Knowledge of quality management and process improvement practices and systems is desirable. Here's what you'll need
- Required to have a bachelor's degree in science (Surveying), property economics, estate / land management (or similar).
- Fully proficient in the use of MS Office applications and other project tools and methodologies;
- Excellent communication (both verbal and written) and interpersonal skills;
- Ability to govern and drive outcomes to ensure high quality service delivery;
- Ability to deal with and resolve unforeseen risks and issues;
- Ability to step back from the detail and take a holistic overview;
- Ability to prioritise effectively, meet deadlines and deliver consistent service;
- High level of attention to detail;
- Ability to manage client expectations and deliver within agreed parameters; and
- Ability to work in a challenging environment both on their own initiative and as part of a team.
