Full Job Description

We are excited to offer the opportunity for a finance professional to join our inclusive team. Under dynamic management within the Corporate Finance area, we are seeking an Operational Manager to work within our Treasury Management department. Effective succession planning for our existing post-holder leading up to their planned retirement will allow this individual to be fully embedded within the team and build a robust understanding of the Local Authority's Treasury Management Activities before taking on full management duties of the team.

The post-holder will be responsible for;

  • Treasury Management

  • + Managing a debt portfolio of @£250m
    + Investments of @£70m
    + Ensuring an optimum daily cash position is maintained
  • Banking functions

  • + Relationships with the Council's bankers
    + Bank Reconciliation
    + Income Allocation
    + Card Acquiring
    + Anti Money Laundering
  • Value Added Tax

  • + Submission of returns to HMRC
    + Providing l advice on VAT compliance
    + Advising on complex property transactions

    And will head up a team of officers that support the daily requirements of these activities.

    In addition to the above, you will be a valued member of the wider Corporate Finance Team and contribute to the annual closedown and statement of accounts note preparation.

    We are looking for a fully qualified Chartered Accountant (CCAB or CIMA) with experience of working in a challenging financial environment who can work strategically with various stakeholders including directors, service managers, auditors, and external partners to build, maintain and promote effective working relationships
