Job Summary
CCS has an ambition to be led by data and insights. The Head of Data Governance acts as a leader in shaping and implementing strategies/processes that ensure the organisation's data is of high quality, secure and compliant with regulations. This role plays a pivotal role in fostering a data-driven culture and aligning data practices with business objectives.
Directorate Overview
The DID team is central to making sure that decisions made within CCS are driven by data and insights. As a directorate, we provide reporting and insight support across all areas of CCS, including:
+ supplier research
+ framework analysis
+ internal performance reporting
We are continuing to enhance our performance analytics capabilities and are looking at ways we can gain a deeper understanding of how our users interact with CCS. We are also expanding our data science strengths and exploring new ways to apply emerging technologies, like Artificial Intelligence (AI) and machine learning.
We provide analytics across all of the customer and supplier markets where CCS operate, including survey and research support for our commercial and customer engagement colleagues. Our team uses visualisation tools, such as, Power BI to develop and distribute the insights that help CCS succeed.
Team Summary
This role integrates into the Data, Insights and Delivery senior leadership team (SLT) and works in collaboration with the Data Engineering Quality lead. Together the team provides cross functional leadership in undertaking analysis, making decisions and driving actions that improve the use and management and value of data in CCS., + Define the data governance strategy for the organisation, and join it with the wider organisational strategy. Ensuring that best practice data policies, processes and standards are understood at senior levels throughout the organisations programmes and projects
+ Design, implement and monitor data governance within the organisation, and throughout the data life cycle
+ Define strategies to enable continual improvement of data management practices and compliance with data governance policies
+ Engage and work effectively with technical leaders and senior stakeholders to implement data governance and ensure compliance, in particular assisting, coaching and developing the Data Quality and Lineage lead for CCS to deliver change
+ Set and monitor the adherence to data governance policies, frameworks and standards required in Government
+ Be accountable for understanding and handling the organisational data risks and issues, and co-ordinating with data owners to accept or resolve them
+ Act as an advisor across Crown Commercial Services and lead on the best practice of data security development, in accordance with the data enterprise architecture whilst consulting with the CCS central assurance and information security team.
+ Maintain effective long-term relationships at a senior level with important decision-makers and influencers
+ Investigate emerging trends in data-related approaches, perform horizon-scanning for the organisation and introduce innovative ways of working, Please note: Applicants can make use of artificial intelligence but the information presented at application must be factual.

+ Excellent communication skills, able to communicate relevant, compelling stories using the most appropriate medium (including complex recommendations at a tactical and strategic level, presenting analysis and visualisations in clear ways to communicate complex messages)
+ Experience of managing stakeholder expectations and moderating discussions about high risk and complexity, even within constrained timescales
+ Experience of owning data governance structures and principles, and ensuring that theyre defined and applied with best practice throughout a data life cycle
+ Experience of directing continuous improvements to optimise data governance over a data life cycle
+ Experience of working with an organisations most senior stakeholders to provide data assurance, report assessment findings to boards or committees, and communicate improvement plans
Desirable criteria (to be assessed at application stage):
+ Expertise in government commercial and finance structures and procedures

CCS is a flexible business with a smarter working model where our colleagues benefit from a mix of home and office working. Successful candidates are expected to work from one of the office locations listed. Our current office attendance approach requires a minimum of 26 days per quarter (approx 2 days per week, which may be subject to change) in CCS office locations or off site meetings with suppliers, customers, partners, networking / industry events. This is pro rata for those who work part time. Our smarter working principles mean that our people have the advantage of both office and offsite based collaboration and learning, as well as working from home.
