Full Job Description

Birmingham City Council is seeking enthusiastic and experienced professionals for the role of Learning and Workforce Development Officer within our City Housing Directorate's, Strategy and Enabling Function. This vital role focuses on the development and operational delivery of our City Housing Workforce Strategy, aiming to uplift and empower our workforce to deliver exceptional, customer-focused housing services. Join us in a transformative capacity, helping to shape and improve our city's housing landscape through strategic learning initiatives and talent development., Supporting the design and implementation the City Housing Workforce Strategy, aligning training needs with the council's strategic objectives, sector regulations and operational requirements. Developing and providing learning and development solutions, advice, and guidance to enhance managerial and employee performance across the housing services. Managing online learning platforms and innovating digital solutions, utilising the Learning Management System (LMS) effectively to develop skillsets within our workforce and ensure compliance with mandatory training requirements. Understanding workforce competences and undertaking detailed learning and training needs analyses to tailor programmes that address diverse learning styles and support the council's strategic outcomes. Developing and supporting the execution of talent development programs including mentoring, succession planning, leadership development, and apprenticeship programs. Acting as a steward for diversity and inclusion, embedding these principles in all activities and promoting the council's core values and behaviours.

A successful candidate would be a strong communicator and clear thinker with a creative and innovative approach to problem-solving, capable of working independently using one's own initiative as well as part of a team. They would have skills and experience in the following areas:

  • Designing, planning, and delivering training, learning, and development initiatives, including blended learning solutions.
  • Improving online learning platforms and effectively evaluating, reviewing, and refreshing course content.
  • Undertaking learning and training needs analysis and developing solutions
  • Excellent interpersonal, facilitating, coaching, and influencing skills to train, guide and advise colleagues across the organisation.
  • Strong management skills, capable of handling multiple priorities and meeting deadlines.
  • Proficient in IT and able to leverage technology to enhance learning experiences and operational efficiency.
  • Strong analytical skills, with the ability to critique, challenge, and use evidence to drive decision-making and performance improvement.
  • The role demands a candidate who is not only skilled in training and workforce development but also one who is adept at managing change and promoting best practices within a public service context.
