Full Job Description

The Legal Operations team sits within the PRAL (Policy, Research & Analysis and Legal Operations) directorate. We are a small core team within the Inquiry and act as the main conduit between the Inquiry Secretariat and the Legal Team. The Legal Operations team has three main functions:
+ Support and deliver the Inquiry's public hearings programme including witness arrangements and hearing room management.
+ Provide practical and administrative support to the Inquiry's legal team.
+ Management of the Inquiry's legal budget lines including processing fee notes and tracking spend against forecast.
Roles and Responsibilities:
As a Legal Operations Service Manager, you will be responsible for the Inquiry’s relationship with the Legal team including maintaining the existing support provision and reviewing what extra we can do to support the lawyers working on the Inquiry. This includes the support and guidance the Legal Operations team provides on Section 40 of the Inquiries Act. There will be line management responsibility for up to 2 HEOs and countersigning line management for up to 3 EOs. Working to the Deputy Head of Legal Operations, the jobholder’s responsibilities will include (but are not limited to):
+ Day to day responsibility of the Legal Operations support provision to the Inquiry Legal Team including chairing hearing delivery groups, facilitating King’s Counsel meetings and coordinating Counsel recruitment.
+ Maintaining a high standard of section 40 support to the solicitor’s and cost lawyer teams including coordinating award periods, working with Private Office and SLT to seek approvals.
+ Working with the Legal Operations Finance lead and Inquiry finance team to provide financial figures including updated forecasts, monthly spend and budget requests.
+ Deputising for the Deputy Head of Legal Operations.
+ Supporting recruitment of the team.

In December 2021 Baroness Heather Hallett, a retired Appeal Court judge, was appointed by the Prime Minister as Chair of the independent public inquiry into the Covid-19 pandemic.
The UK Covid-19 Inquiry was formally established with full powers under the Inquiries Act 2005 in June 2022. The Inquiry sits independently of the Government with the Cabinet Office acting as the sponsoring department.
Following an initial set up phase the Inquiry began hearing evidence in May 2023. We are now looking for an energetic and collaborative Legal Operations Service Manager to join the excellent team that is delivering the Inquiry.
This is an exciting role, offering the opportunity to lead an innovative team, in fast moving circumstances, to ensure lessons are learned from the UK response to the Covid-19 pandemic.
