Full Job Description

Kent County Council Highways has a vital role to play in ensuring the County stays on the move by maintaining and enhancing our road networks.

KCC Highways is looking for a Licence Compliance Officer to work across Kent to support the Street Works teams in the management of highway licences.

The post holder will support the street works teams and deal with challenging enforcement issues and ensure a consistency of enforcement approach throughout Kent to ensure that contractors are abiding to HT&W Highway Licence policies.

The post holder will be required Investigate complaints relating to highway licence infringements and take or recommend appropriate action to seek a resolution in accordance with the Council's policies. You will work alongside the Senior Enforcement Officer and will provide cover during times of absence.

The post holder will need to be confident in dealing with internal and external stakeholders. These will include the Public, Parish and District Councils, as well as works promoters and contractors. You will provide a high level of customer care and continuous performance improvement for Kent County Council.

The post holder will require knowledge of relevant legislation such as Highways Act 1980, New Roads and Street Works Act 1991 and Traffic Management Act 2004.

You should have a sound knowledge of all Microsoft office applications and have a high level of computer literacy.

It is essential that as the team operates in a highly reactive work environment you are able to prioritise your own workload, work to tight deadlines, be methodical in your approach, use initiative and operate with minimum supervision.

This role is subject to holding a Full UK Driving Licence - The Council is committed to making reasonable adjustments so whilst this job requires the jobholder to drive your application will still be considered if you are unable to drive due to a disability.

The ability to travel across a wide geographical area in a timely and flexible manner at various times of the day is essential.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
