Full Job Description

  • Coordinate and manage programs to implement the Council's duties related to the Licensing Act 2003, Gambling Act 2005, vehicle licensing, street trading, and other functions, including regulation and enforcement activities.
  • Oversee vehicle checks, premises inspections, and enforcement actions to ensure compliance with licenses, permits, or registrations, while coaching and developing the licensing staff.
  • Prepare for court proceedings, attend, and present evidence as required at Magistrates, Crown, or Higher Courts.
  • Ensure proper processing and determination of licenses, permits, and registrations through technical, financial, and administrative checks, and consultations with partner agencies.
  • Provide specialist advice on licensing functions, evaluate new legislation, and maintain relevant areas of the Council's website with updated procedures and guidance.
  • Liaise with internal services and external partners, including Essex Joint Licensing Officers Forum and South East Essex Licensing Managers Group, to promote public safety and compliance.
  • Manage licensing administrative and software systems, and control financial budgets related to licensing fees and provide associated reports.
  • Represent the licensing team at various meetings, manage complaints, and produce operational procedures to guide staff and applicants.

  • Working in a Local Government Licensing Department for a minimum of 5 years

  • A personal commitment to delivering high quality services to all customers and service users.

  • Experience of managing human resources with expertise in performance management and capability issues
  • Strong problem solving and decision making abilities to resolve licensing issues and disputes.

  • Effective time management and organisational skills to handle multiple tasks and meet deadlines.
