Full Job Description

An exciting opportunity has become available to join Regulatory Services in West Northamptonshire Council. West Northants is an ambitious new unitary authority looking for a proactive and enthusiastic Licensing Technical Officer to help us deliver a high-quality Licensing service. Based within Regulatory Services you will be working as part of a team responsible for enforcing a wide and varied range of licensing legislation, including the processing of applications made under the Licensing Act 2003, Gambling Act 2005, Local Government (miscellaneous provisions) Act 1976 & 1982, Animal Welfare Act 2018, Scrap Metal Dealers Act 2013 We are a part flexible working service that will require some regular attendance to our offices primarily in Daventry, you may also be asked to work from our offices in South Northants or NorthamptonWhat will you be doing? You will determine licence applications, advise businesses, investigate complaints, and take compliance action where appropriate. You will partner with external stakeholders, including Northamptonshire Police and Regulatory partners. You will also support the Licensing Enforcement Officers with more complex licence applications and reviews which require more detailed consideration.

You will need to be able to communicate effectively with the public, applicants, partnership agencies and Members of the Council, and work on your own initiative and as part of a team. You must also be willing to work out of regular hours to undertake site inspections, carry out joint operations, and follow up complaint investigations. You will also need the following essential requirements;

  • A working awareness, knowledge and understanding of Local Authority Licensing legislation, its application and processes
  • Able to use legislation to support enforcement
  • To have dealt with customers in a regulatory environment to promote legal requirements and good practice
  • Able to plan and manage own workload to meet legislative and corporate deadlines
  • An ability to use information technology as applied in the workplace
