The Matron's key responsibility is to ensure that the patient experience is of the highest quality inspiring patient and public confidence. This will be achieved through high visibility, accessibility and surveillance. The Matron will: · Provide strong leadership and line management to ward managers and team leaders within the multidisciplinary team (MDT) · Be a visible, accessible and authoritative presence in clinical areas · Work within the Modern Matrons Charter to ensure good standards of infection control, privacy and dignity, cleanliness and health and safety · Be responsible for the professional management of the clinical environment, allocating and providing sufficient resources and opportunities to deliver person centered nursing care, involving service users and carers · Manage the professional aspects of recruitment and deployment of people within a designated area of work · Supervise and teach registered and non-registered staff including students. · Be responsible for the identification of learning development needs; to plan how these will be met and evaluate the effectiveness for learners and impact on care. · Will drive the privacy and dignity agenda and be responsible for the local delivery of the nursing strategy., The successful candidate will: · Provide strong clinical and professional leadership and a supportive approach to Team Leaders and clinicians within the multidisciplinary team (MDT) · Be visible, accessible and authoritative presence in the clinical areas · Work within the Modern Matrons Charter to ensure good standards of infection control, privacy and dignity, cleanliness, and health and safety · Oversee and monitor the quality, timeliness, and development of nursing care in accordance with all relevant professional standards · Ensure the environments in which service care and treatment is provided are fit for purpose, clean, well ordered and maintained · Ensure all nursing practice is in accordance with statutory and corporate policies, including those specific to service user care · Be responsible for the professional management of the clinical environment, ensuring the right staff with the right skills to deliver person centered nursing care, involving service users and carers · Supervise and teach registered and non-registered staff including students · Be responsible for the identification of learning development needs; to plan how these will be met and evaluate the effectiveness for learners and impact on care · Be responsible for the provision of safe staffing levels, ensuring the privacy and dignity of service users. Clinical Responsibility The successful candidate will: · Ensure the environment is conducive to recovery and the development of independence · Supervise and critically evaluate the clinical management of a ward or service area as applicable · Work as a member of the MDT in the management of care and the response to changes in service user's health · Develop measures to monitor the provision of therapeutic activities, emotional support and stability to service users to ensure effective engagement whilst maintaining professional boundaries · Develop measures to ensure that customs, individuality, sexuality and spiritual beliefs are respected · Create, develop and maintain professional, supportive relationships with all members of staff and with other professionals and agencies · Ensure staff have the appropriate medical devices and skills to monitor physical observations and act upon exceptions appropriately · Empower nurses to take on a wider range of clinical roles and responsibilities · Lead on and participate in research and development activities as required to improve the quality of care · Ensure the ordering, storage, administration and disposal of · Medication complies with the relevant trust and legislative guidance for example the Nursing and Midwifery Council (NMC) Guidelines for the Administration of Medicines 2004, Misuse of Drug Regulations1985, Misuse of Drugs Act 1971 and the Mental Health Act Quality The successful candidate will: · Evaluate data from service monitoring against national and local policies and develop project plans to ensure service improvement · Ensure shared decision making with service users' involvement in all aspects of their care · Seek contributions and suggestions for the improvements of services · Act upon concerns of others regarding clinical work or work environment · Promote and present a positive image of the team, service and the trust · Work effectively in own team and as part of the whole organisation · Ensure that clinical supervision is in place and to develop systems for monitoring supervision and preceptorship · Monitor and regularly audit structures that are in place for effective appraisals, personal development plans (PDP) and performance management · Ensure that care is planned and delivered in a manner that is consistent with evidence-based practice, policies and procedures and the management of risk Risk Assessment The successful candidate will: · Understand the range of risks potentially faced by the service users' group · Work with others to identify and assess the nature, location and seriousness of particular risk · Recognise potential crisis situations and act responsively and responsibly to resolve the situation, seeking assistance if required · Monitor the Care Programme Approach (CPA) process and service user involvement through this · Be aware of the potential for vulnerability and abuse amongst the service users and their families/carers and using the local policy to inform appropriate personnel in line with Safeguarding Children/Safeguarding Vulnerable Adults and trust policies · Follow the trust Lone Working Policy, ensuring that home visiting and any autonomous activity is effectively reported and logged · Work with other members of the MDT to plan, monitor and review the effectiveness of the risk management plan · Take all possible precautions to safeguard the welfare and safety of staff, service users, visitors and the public by implementing all policies related to health, safety, security and risk · Coordinate risk management plans relating to safeguarding children and the protection of vulnerable adults and maintain an accurate record of risk, actions taken and investigations · Ensure the safe care of people detained under the Mental Health legislation in accordance with the values underpinning the law and the conditions of their detention. This includes the supervision of service users within the unit, grounds and community Leadership and Staff Management Responsibility The successful candidate will: · To manage and provide strategic leadership to Team Leaders and the multi-disciplinary clinical team · Work within the Modern Matrons Charter to ensure good standards of cleanliness, health and safety · Develop staff rosters in line with rostering policy and produce reports as appropriate · Be responsible for the management and development of a designated clinical environment, allocating and providing sufficient resources and opportunities to deliver person-centred nursing care involving service users and carers · Develop, maintain and monitor service standards and policies · Collect and collate data information effectively for the purpose of audit, research and service performance · Lead and participate in the development, interpretation and implementation of policies · Ensure structures are in place for effective development review, personal development and performance management and audit these regularly · Manage a delegated budget · Act as an authorised signatory · Act up in the absence of the service manager · Ensure compliance by self and staff of the Trust's standing orders, standing financial instructions, policies, procedures and guidelines, including taking all reasonable steps to manage and promote a healthy and diverse working environment · Be part of the on-call rota Communications The successful candidate will: · To develop systems to ensure the recording of all contacts with service users in the electronic records system, in line with the trust's Record Keeping Policy · Ensure effective communication with service users, carers and relatives, staff and others · Develop measures to improve communications where barriers exist · Ensure that all communication takes place in a manner that is consistent with legislation, policies and procedures · Ensure that consent to intervention or assessment is sought in a manner that is meaningful to the service user · Communicate with people in a manner that is consistent with their level of understanding, culture and background Professional / Personal Development The successful candidate will: · Receive clinical supervision and participate in appraisal and performance development · Adhere to the NMC Code of Professional Conduct for Nursing · Ensure attendance at all the Trust essential training · Identify personal development needs and set personal development objectives in discussion with reviewer · Work towards achieving competencies outlined within role and the collection of evidence within personal portfolio · Monitor the orientation and induction of all staff to the service · Contribute to the experience of learners and to ensure the delivery of mentorship requirements, meeting NMC standards for nursing students · Ensure the development of an environment that is conducive to learning, promoting staff development and involvement · Teach registered and non-registered staff, including students, in all aspects of professional nursing as required · Evaluate the effectiveness of learning and development, informed by learners · Undertake training needs analysis of the Nursing team in conjunction with the Team Leader · Support the development and implementation of education and training programs within area of responsibility · Be responsible for developing own skills and knowledge and contribute to the development of others · Work in collaboration with the Team Leader to monitor and regulate training and development of all staff to ensure: o All mandatory training is undertaken and recorded o Monitor and regulate study leave to ensure consistency and equality

  • Educated to Master's degree or currently working towards a Master's degree
  • Evidence of continuing personal and professional development
  • Leadership course evident or working towards Mentorship course, Wide knowledge of developments in the NHS impacting on the Trust, including comprehensive understanding of current NHS initiatives and targets

    The Trust Rehabilitation Service support service users with complex mental health needs and is underpinned by a bio-psychosocial model. The delivery of the Service is recovery orientated, utilising a strengths-based approach to care planning. Social inclusion is fully promoted in the Rehabilitation Service. The Rehabilitation Service unit environments aim to be safe and homely, supporting community-based rehabilitation interventions and positive risk taking. Service users will have a diagnosis of a severe and enduring mental illness which requires high support or there are evident rehabilitation needs.
  • This post is based within the Rehabilitation Inpatient Services which sit within the Learning Disability and Forensic Division of Hertfordshire Partnership University NHS Foundation Trust HPFT Adult Mental Health Rehabilitation Services comprises of a community service named the Enhanced Rehabilitation Outreach Service (EROS) and 41 inpatient beds across 3 sites. The delivery of the service is based on the standards outlined in the Royal College of Psychiatrists template for rehabilitation services, the Accreditation for Inpatient Mental Health Services - Inpatient Rehabilitation Units and the Guidance for Commissioners of Rehabilitation Services for People with Complex Mental Health by the Joint Commissioning Panels., Hertfordshire Partnership University NHS Foundation Trust are one of just five mental health trusts to achieve an overall rating of 'Outstanding' from the Care Quality Commission.
