Mechanical Maintenance Manager Based at Littlemore Mental Health Centre (Corporate Services) Oxford Health NHS Foundation Trust Band 8a 30.94/hr - 37.5 hrs per week - Monday to Friday 08.00-16.00 Temporary placement up to 6 months Are you an experienced Mechanical Engineer with leadership skills, a passion for compliance, and a track record of delivering high-quality maintenance services? As the Mechanical Maintenance Manager, you will be a key member of the Estates and Facilities Senior Management Team. You will provide professional leadership and expertise in mechanical engineering, ensuring compliance with healthcare technical memorandums (HTMs) and the effective management of supplier contracts. Your work will play a vital role in maintaining the operational performance of our facilities and ensuring they remain safe and efficient for our patients, staff, and visitors., You will oversee all works related to:

  • HTM02 - Medical Gas Systems
  • HTM03 - Ventilation and Heating Systems
  • HTM04 - Water Safety
  • HTM08-02 - Lifts
  • SHTM08-08 - Pressure Systems
  • This includes audits, assurance reviews, and providing expertise as an Authorised Person for these areas. Procurement and Contract Management
  • Manage the procurement of suppliers for planned preventative maintenance (PPM), statutory compliance, and remedial works.
  • Develop technical specifications and robust key performance indicators (KPIs) for supplier performance monitoring.
  • Lead contractor performance reviews and ensure adherence to compliance policies, safety standards, and contractual agreements.
  • Apply service credits for non-performance and oversee the development of contract mobilisation plans.
  • Leadership and Staff Development
  • Provide visionary leadership to your team, promoting a collaborative, customer-focused, and inclusive culture.
  • Conduct annual appraisals and ensure all team members have personal development plans.
  • Foster a high-performing team that delivers timely and efficient services to meet the Trust's objectives.
  • Governance and Compliance
  • Ensure contractors comply with the Trust's Safe Working Policy and Permit to Work System.
  • Oversee completion of compliance checks, audits, and maintenance schedules in line with HTM and SFG20 standards.
  • Submit monthly performance reports to senior leadership, including data on KPIs, budget adherence, and customer satisfaction.

    A degree in Engineering or a related estates discipline, with substantial experience as a senior manager in estates and facilities.
  • Expert knowledge of contract management, procurement rules (including OJEU), and public sector regulations.
  • A strong understanding of estates and facilities services, with experience working across departments and organizational boundaries.
  • Proven leadership and staff management skills, with the ability to inspire, motivate, and develop a high-performing team.
  • Advanced IT and analytical skills, including excellent Excel skills and proficiency in Microsoft Office for producing corporate documents and managing data.
  • Outstanding organizational, problem-solving, and time management skills, with the ability to balance multiple priorities and meet deadlines.
  • Strong interpersonal skills, including emotional intelligence, political astuteness, and the ability to work flexibly and collaboratively.
  • A full UK driving license and the ability to travel between sites and attend regional or national meetings as required.
  • This role may require you to show evidence of vocational level 3 qualification or at least 2 years relevant experience.
