OPSS’s commitment to monitoring and evaluation is set out in the OPSS monitoring and evaluation framework and we have been building up the internal capability to deliver against this framework. This role will be responsible for the delivery and strategic direction of monitoring and evaluation in OPSS, building on the work that has taken place over the last two years.
The role is based in a G6 Social Research team, consisting of 11 social researchers and will work closely with the other 30 analysts in our wider team. We have a strong commitment to collaborative working with other parts of OPSS, to ensure that we are delivering robust and useful analysis. We also have the joint head of profession for social research as our deputy director.
OPSS’s mix of regulatory activity, from policy to enforcement of regulations, makes OPSS an exciting and challenging place to work. OPSS has a strong commitment to development and puts a lot of effort into bringing roughly 500 OPSS colleagues together to learn and share information., The role will be responsible for:
+ Providing strategic and delivery leadership for monitoring and evaluation activity in OPSS. This will include:
o prioritisation of projects for scoping and delivery;
o leading the synthesis and communication of learning from monitoring and evaluation projects;
o activity managing 6 junior researchers who contribute to monitoring and evaluation development and delivery;
o engagement across OPSS, including at senior level boards, to provide progress updates and seek input to future monitoring and evaluation needs.
+ line managing up to 3 junior researchers.
+ contributing to the wider work of the social research team through working with specific policy or programme teams to provide wider research support as needed.
+ engaging across the analysis team to build relationships, bring in support needed for monitoring and evaluation, and to contribute to wider analysis projects., Government Operational Research

To hold full or associate GES membership, you must:
+ have a first or upper second-class honours degree in economics (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course modules must be in economics.

Professional Membership - Badging exercises
You must be a current badged member of one of the above professions, or eligible and willing to become a badged member by completing tests and other assessment methods as part of the selection process.
GSG Badging:
Applicants who are not already members of the Government Statistician Group (GSG) will be required to do an online statistical test and a dissemination exercise as part of the application process to join the GSG.

GSR Badging:
In advance of the interview, if you are not an existing member of the Government Social Research (GSR) profession, you will be required to undertake a 45 minute online written “knowledge test”. This test will be supervised and conducted online over MS Teams and involve you responding to a range of exam questions to test your technical knowledge of social research and statistical methods.
You will be asked to prepare a presentation in advance of your interview, that will assess the GSR technical competencies. The presentation and additional technical questions will be based on the grade specific skills and knowledge required for the GSR profession set out in the GSR framework – a copy which can be obtained from the link below:

GES Badging:
Demonstration of skills, knowledge and experience to succeed as a Government Economist at the grade applied for or be an existing member of the Government Economic Service. Technical skills will be assessed against the grade requirement of the Government Economic Service (GES). Details can be found in the GES Framework. These will be assessed during the selection process, including at both sift of your written application and interview. Applicants who are civil servants but not members of the GES and anyone applying from outside government must be able to demonstrate you meet the requirements of the GES, as successful appointment will include membership of the GES.
For applicants applying after more than a couple of years after university, who are not an existing member of the Government Economic Service relevant experience consists of experience working on economic analysis or research including for example in a research agency, market research agency or specialist research team.
