The role of the National Clinical Directors (NCDs) is to provide overarching specialist clinical leadership and advice for NHS England in these respects:

• Clinical advice and leadership to drive transformation of services for patients through corporate programmes and Long-Term Plan workstreams;
• Clinical advice and leadership to support the commissioning of services.The NCD may, where appropriate, be responsible for chairing the relevant specialised commissioning programme of care board;
• Clinical advice to support development of policy and parliamentary accountability.
Key areas of work we expect the role to focus on includes:
• the Mental Health Act reforms,
• pressures in Urgent and Emergency Care,
• Community Mental Health reforms including providing advice on assertive outreach models

The National Clinical Director(NCD) for Adult Mental Health will be responsible for the provision of high-quality clinical leadership and advice, to drive delivery of the Mental Health Programme and input to wider work across NHS England. In the shorter term, the focus will be on the priorities and deliverables set out in the NHS Long Term plan. In the medium term the focus will be on development of new policies and priorities, which the NCD is also expected to help shape. • Clinical advice and leadership to develop future priorities and policies beyond the Long Term Plan;
• Clinical advice to support development of policy and parliamentary accountability, including advice to ministers and giving evidence to parliamentary committees.
They will work with programme senior responsible owners and other stakeholders to develop and deliver the programme's ambitions improving the quality and value of healthcare services and ensuring programmes are clinically focused and credible. The NCD will sit on the Mental Health, Learning Disability and Autism Programme of Care Board, chaired by the Medical Director for Mental Health and Neurodiversity, as one of the triumvirate of NCDs within the Mental Health and Learning Disability and Autism Programmes. The Mental Health, Learning Disability and Autism PoC Board provides oversight of all of the specialised Mental Health, Learning Disability and Autism Clinical Reference Groups, and within the Specialised Commissioning governance arrangements. The NCD will also contribute to definition of the outcome measures by which clinicians and patients recognise services should be judged.
