Full Job Description

Upstream - Market Intelligence and Framework Bids

  • Leverage existing strong relationships with Local Authorities

  • Support the Business Development colleagues to understand the potential project pipeline from major frameworks.

  • Liaise with Tony Gee Sector Leads to understand how specific frameworks align with the company and sector strategies

  • Co-ordinate and support bidding activity for major pan-national frameworks (such as SCAPE, PAGABO, NEPO, CCS etc.)

  • Identify requirements for establishment of bidding team (and suitable lead) at early bid stages (i.e. multi-Disciplinary)

  • Ensure the quality submissions are of the requisite standard to win bids.

  • Ensure the commercial submission are thoroughly reviewed and approved by senior directors.

  • Ensure the Terms and Conditions accompanying a framework are thoroughly reviewed by the Legal and Commercial team.

  • Run and manage any bid in accordance with company procedures.

  • Regular reporting to Project Delivery Board on up-and-coming opportunities.

  • Seek appropriate 'sign off' on go/no go decision for major framework bids.


  • Downstream - Framework Management

  • On secured frameworks - gather up to date, credible robust information from public sector organisation to determine likely project opportunities

  • Liaise with Project Delivery Board to understand the business desire for specific opportunities.

  • Engage with directors across the business to obtain approval to bid and achieve relevant sign off to submit bids.

  • Engage with directors to ensure project opportunities are properly resourced to bid.

  • Seek regular client feedback on frameworks

  • Build and establish a network of key client contacts using specific frameworks

  • Assist the Business Development team in determining the weighted value of the opportunities from each framework and maintain the information to ensure it is reported accurately to the Project Delivery Board.

    The successful candidate must possess excellent client management skills and link the business to key decisions makers in the Local Authority and more broadly other Public Sector Organisations using pan-national frameworks. They will need to be proactive in their approach and be able to work independently and as part of a team., Prior experience bidding and managing frameworks.

  • Excellent communication and teamwork competencies

  • Ability to meet defined deadlines and set own milestones to manage workload

  • The ability to communicate effectively and persuasively with teams in a diverse range of forums and environments.

  • Ability to remain calm under pressure whilst working on multiple tasks

  • Good creative writing skills and good grammar/authoring/ability to proofread with an eye for detail.

  • The ability to work collaboratively as part of a business support team in the UK and international regions.

  • To present a positive image internally across the business.

  • Broad understanding of the work Tony Gee and Partners undertake, Experience in client management databases for tracking client opportunities and previous project work.

  • Previous experience of providing professional services to Local Authority clients and other public sector authorities (i.e. National Highways, DfT)
