Are you a Master Mariner with experience working with domestic and international maritime regulations?, The Maritime and Coastguard Agency (MCA) implements Government's maritime safety standards in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea.
The Directorate of UK Technical Maritime Services (UKTMS) inspect and survey ships to ensure that they are meeting both UK and international safety, security and anti-pollution rules. UKMS also provides certification to ships and seafarers, register vessels and respond to pollution from shipping and offshore installations.
UK Technical Services Navigation (TSN) is part of UKTMS within the MCA. TSN supports Government's maritime strategy for 'Safer Ships and Cleaner Seas' by ensuring high standards of marine safety and marine environmental protection through the development, implementation and monitoring of consistent standards for UK navigation and radio-communication matters. This primarily covers SOLAS Convention Chapters IV and V (International Convention for the Safety of Life at Sea,1974); the COLREG (International Regulations for Preventing Collisions at Sea, 1972 “the COLREGs”); associated EU legislation and the ITU Convention (International Telecommunications Union Convention).
The Navigation team sits within TSN and has particular responsibilities around SOLAS V and COLREG, Marine Licensing and Consenting consultations including Space Launch Activities, Offshore Renewable Energy Installations, the Port Marine Safety Code, UK Categorisation of Waters, and Vessel Traffic Management.
What is the purpose of the Nautical Manager?
Effectively manage UK Navigation standards and acts as a focal point for the UK Administrations International & Statutory obligations that arise from SOLAS Chapter V & COLREGS. The post holder leads the Nautical team to set the direction of MCA Nautical and Navigation standards as senior standards manager, including direction and oversight over the development of MASS navigation policy.
To manage the MCA’s industry navigation stakeholder relationships and regular engagement with industry and other governmental bodies to feed into UK standards and international representation at the International Maritime Organisation (IMO).
Your responsibilities include but are not limited to:
+ To manage the development and evolution of MCA’s standards for Navigation and Collision Regulations as standards manager for the two statutory instruments mentioned and ensure suitable guidance is implemented, maintained and promulgated to all relevant stakeholders, including the review of relevant M-notices and providing advice regarding the UKs international obligations under the following:
+ To brief on and attend the International Maritime Organization (IMO) sessions as detailed below:
+ UK representation and membership of relevant committees of international bodies, providing the MCA input on Navigational technical subject matter.
+ Provide specialist navigation expert inputs to ensure the safety of navigation is represented in the activities of the other navigation team members, including Offshore Renewables, Marine Licensing, Space Licensing, Vessel Traffic Services and Ports.
For further information about the role and responsibilities, please see the attached role profile., The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager. Minimum expectations are for quarterly visits to the Southampton HQ.
There may be a requirement for occasional travel on official duty within the UK, which may involve overnight stays, example: attendance at IMO sessions (MSC and NCSR). Notice will be given prior to travel.
A passport valid for international travel is required for this role.
A full UK Driving Licence is required for this role.

Do you have experience of assessing and mitigating Navigational Risk in marine operations?, + English language and report writing skills, proficiency in producing and presenting reports/presentations.
+ Experience in a management level role (Chief Officer/Safety Officer or above) on SOLAS convention vessel.

+ A valid passport., • An MCA Recognised STCW II/2 Master unlimited Certificate of Competency.
• Qualification at Level 5 or above of the England, Wales and Northern Ireland register of Regulated Qualifications (e.g. FdSc, DipHE, HND), or recognized equivalent, + Experience of management level role (Chief Officer/Safety Officer or above) on a SOLAS convention vessel or in an equivalent technical management role within the shipping industry/a shipping regulator.
+ Experience of working with domestic and international maritime regulations.
+ Experience of assessing and mitigating Navigational Risk in marine operations.

This role will be based in either Southampton, Hull or Newcastle-upon-Tyne, or Glasgow. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
