HM Naval Base Devonport has evolved into one of the largest bases of its kind in Western Europe and is today, a key Defence asset as a main operating and support base for the Royal Navy. The Naval Base provides an open, flexible and supportive work environment with Civil Servants and Armed Forces personnel working together across a wealth of interesting and challenging roles in a variety of disciplines from finance, legal services, personnel and HR, strategic and project planning through to contract management and media services.
The wider Devonport site, consists of HM Naval Base (Devonport) (MOD owned) and Devonport Royal Dockyard Limited (DRDL) (Babcock owned). By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. Key to the strategic planning and integration to ensure the Naval Base meets its outputs is the Devonport Portfolio Office (DPO) which is a collaborative MOD and industry partnership who work together to shape the future of the site to deliver best for Defence outputs.
This position is advertised at 37 hours per week., 1. Accountable to the Portfolio Business Change Team for analysing user and business need to ensure outcomes are aligned with the One Devonport Vision and business strategy by contributing to the link between current and future business models and delivering to the business architecture.
2. Supports the Portfolio Business Change Team in the coordination and evaluation of requirements against the present state (where we are now) and the end state (where we want to be) through constructive challenge and acting as a critical friend to achieve solutions that are fit for purpose.
3. Supports the Business Change Team to ensure that the potential consequences and impact of change are correctly identified, stakeholders are engaged and are part of the overall process and that benefits have been collated in response to the impact analysis.
4. Responsible for maintaining the Portfolio Change Strategy and Plan and change control framework in collaboration with key MoD stakeholders and Industry Partners.
5. Engages MoD and Industry Partner directing or sponsoring organisations to identify business change programmes / projects.
6. Identifies, qualifies, and updates the business readiness criteria across the Devonport enterprise prior to implementation. Reports on the tracking of these to ‘approve/refuse’ go-live to the Business Change Lead.
7. Supports business change and improvement working closely with key stakeholders in providing communication strategies relating to business change across the Devonport site.
8. Identifies and classifies stakeholders and reflects in stakeholder engagement plans and organises senior stakeholder engagement forums across the Devonport Enterprise in pursuit of business change and transformation.
9. Will regularly support in the facilitation and execution of senior stakeholder workshops (MoD and Industry Partners) in the delivery of transformation and change programmes., We'll assess you against these behaviours during the selection process:

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
