Full Job Description
This post is responsible for contributing to the delivery of managed and suitably maintained infrastructure, that supports Force Generation capabilities. Specifically, the post holder will support the delivery of hard facilities management (FM) Services, by ensuring industry partners deliver maintenance and investment projects in accordance with the Future Maritime Support Programme (FMSP) Contract. The post holder shall act as MOD's assurance representative, tasked with securing funding approvals and subsequently, governing and managing our industry partners through the project delivery lifecycle - to Schedule, Scope and Cost - with support from relevant service providers and stakeholders.
The successful post-holder will ensure effective and timely delivery of planned and emergent projects, primarily Waterfront Infrastructure works but may include other estate works related to fleet support. Working closely with the associated Asset Owners and Programme Leads to understand target outcomes, you'll form part of a joint MOD-Industry Delivery Team, developing viable Options Investment Appraisals before submitting timely project justification (Business Case) documentation, to identify preferred options and optimum delivery approaches.
Thereafter, you will monitor the procurement and delivery cost, ensure schedule is maintained, and manage risks to ensure projects remain within the agreed and approved Time, Cost and Scope boundaries. At Project completion, you're responsible for accepting the project outcomes and associated benefits, ensuring Value for Money whilst recording Lessons Learnt and managing associated documentation.
Key Subject Areas include:
Championing good Asset Management bahaviours, ensuring MOD and departmental procedures are followed and supporting the Programme Team to deliver enhanced Asset Management.
Focal point for Asset Management and Project Delivery Assurance, auditing the Industry Partner against the Infrastructure Operating Model (IOM) Governance and managing Schedule, Scope, Risk and Cost.
Secure the appropriate Authority Approvals, raising relevant documentation and evidence to support requests for funding.
Specific responsibilities:
Authority Approvals: Draft and submit Business Cases, Funding Requests, User Requirement Documents (URD), Statements of Requirements (SORs) and review Contract documentation (as appropriate), for all assigned Major and Minor Works projects - in accordance with the Infrastructure Operating Model (IOM) and JSP 655.
Project Assurance: Deliver assurance and Governance reporting to the Programme Management Office (PMO), for all assigned Major and Minor Works projects, in accordance with the Infrastructure Operating Model (IOM) - providing assurance of delivery against Schedule, Scope, Risk and Cost.
Performance Management: Perform an Intelligent Customer function on behalf of MOD Authority for Hard FM. Perform periodic assurance activity in accordance with current commercial agreement and monitor Industry Partners' performance against Contract deliverables and Performance Indicators (PIs).
Asset Management: Manage equipment disposals via MOD prescribed delivery routes. Oversee Asset disposal, demolitions and replacements for PNBs Asset Portfolio. Champion good Asset Management bahaviours, ensuring MOD and departmental procedures are followed.
Stakeholder Management: Provide an interface between end-users and the Industry Partner, resolve emergent issues and manage stakeholder requirements / expectations throughout the project lifecycle.
