Full Job Description
A key operational arm of HSE, Energy Division (ED) regulates Great Britains Offshore Oil and Gas Industry, pipelines, mines, diving and renewable sector. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long-standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous activities to be managed safely.
Energy Division has a front-line team of Mechanical Engineering Specialist inspectors who are primarily involved with regulating Offshore Oil and Gas operations and more recently the renewables (wind farm) sector.
Please note that due to the nature and volume of the work and travel, this role is only suitable for full time working., + Assessment of safety cases drawing conclusions on the adequacy of the demonstration, raising issues, or considering future inspection work.
+ Investigations of incidents or complaints as part of a multi-discipline team dealing with enforcement or supporting others as necessary on technical aspects.
+ Inspections (on/offshore) as part of a multi-discipline team, completing reports and issuing different levels of enforcement depending on the risk present.
+ Preparation of technical reports / expert evidence for various levels of legal proceedings.
+ Provision of expert advice on health and safety matters associated with Mechanical Engineering within Energy Division, HSE, industry and other relevant stakeholders.
Training & Support
From day one, you will be supported by your manager, team and wider colleagues to understand and develop in your role in HSE. We support your continuing professional development directly through training and through stakeholder support and steering.
Whilst working for the HSE and in order to fully understand the legal and enforcement requirements of this role, you will develop your expertise by completing the Specialist Training Programme (STP). This includes a mixture of e-learning and face to face tutorials and requires you to complete a legal assessment. After this training, youll then have wider learning opportunities through your Civil Service access.
Travel
In this role, you will spend on average 2-3 night stays offshore (subject to weather) approximately 6-10 times a year for proactive inspection or reactive investigation work, potentially at short notice, all within a small multi-discipline team.
Please note that occasional travel will be required to other HSE offices. Your home office being Aberdeen or Norwich is preferred but not essential.
Medical information
You shall have already, or be capable of passing, an offshore medical and a BOSIET / FOET. This shall be a pre-requisite to offer of employment., Chartered Engineer a professional membership of an appropriate institution.

+ Have a breadth of Mechanical Engineering / Integrity Management experience gained, preferably from working in an oil and gas / high hazard production & engineering environment. This should include an understanding of:
o Integrity management principles, safe design and use, risk assessment.
o Pressure vessel and pipework inspection including Risk-Based Inspection schemes, inspection management, inspection methods, inspection reporting, etc.
o Maintenance management including maintenance planning and execution, condition monitoring techniques, backlog and deferrals processes, etc.
o Experience of managing the integrity of rotating equipment.
+ Understanding the principles of crane management and lifting equipment integrity, and the management of safe lifting operations. This should include an understanding of relevant legislation, HSE guidance, industry good practice and standards.
+ Familiarity with risk assessment and risk management tools including risk-based decision making.
+ That they are self-motivated, able to work independently to contribute to a busy and supportive team, work flexibly, with frequent offshore travel and can deliver priorities against very challenging deadlines.
+ That they are articulate with well-developed written communication and interpersonal skills to establish professional credibility (HSE expert opinion) and authority such that they can present to technical audiences (stakeholder groups) on Mechanical Engineering topics such as the regulation of pressure systems integrity, cranes and lifting equipment.
+ Experience of leading or supporting an investigation into an incident or high potential event in industry where your technical and behavioural skills were required to address the failings., A full driving license that permits you to drive in the UK unless reasonable adjustments can be made in line with the Equality Act 2010, A degree or equivalent qualification in Mechanical Engineering - or a closely related subject.
