Full Job Description

The Rough Sleeping Operations Manager is responsible for the implementation of the local system of services to identify, engage, support and resettle rough sleepers and prevent new or repeat rough sleeping from occurring. This includes mobilisation of grant funded services and coordination of their systematic delivery and ensuring services are connected strategically and operationally across sectors so that the wider needs of rough sleepers are met. The Rough Sleeping Operations Manager is responsible for ensuring there is a plan for rough sleepers during cold weather and provision is available to deliver the Council's Severe Weather Emergency Protocol. The postholder must be aware of factors impacting on rough sleeping levels and develop preventative and responsive plans. It is the responsibility of the postholder to capture monitoring and report on the rough sleeping system of services to local leadership and government.

The ideal candidate will have:

  • Experience and skills in challenging existing practices and cultures and securing commitment to collaborative, partnership working to improve services for customers and quality of life for Rough Sleepers.
  • Detailed knowledge and understanding of the national and local agenda for Rough Sleeping. Ability, to interpret strategy in order to determine operational priorities, critically analyse the business and formulate innovative and practical solutions.
  • Understanding of the importance of and commitment to incorporating the public, private and voluntary sectors in service planning and delivery.
  • Experience of effectively managing the outcome delivery of services through effective performance and quality monitoring and management systems.
  • - A DBS enhanced check for a regulated activity is required for this post.
