ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham) or London and working between office and remote throughout the week.
As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations.

If so, this could be the role for you. This role is crucial in supporting the Head of OD&D to shape and implement the future vision of the OD&D consultancy model across the ONS. It also involves leading and managing end-to-end Organisation Design and Development projects. Throughout the delivery, this role will offer expert OD&D advice and partner with senior leaders to enhance organisational effectiveness and efficiency by redesigning the entire or parts of the organisational system.
The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social, and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution, and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime, and migration.
The role sits in the Organisation Design and Development Team, within the People Strategy and Organisational Effectiveness (SOE) division, which forms part of the wider People Business Services (PBS) Directorate.
About the Organisation and Development Team:
As a team, we are accountable for providing a holistic organisation design and development service to the organisation, in partnership with key organisational stakeholders. The team supports leaders in answering the strategic questions that will inform our future strategy and translating strategic goals into effective operating models. It requires assessing how we are organised in terms of functions and services but, more importantly, how the elements of the system work together. This includes structures, ways of working, roles and responsibilities, boundaries, and workflows., The OD&D service spans the breadth of the organisation, providing a strategic consultancy service to senior leaders across ONS, who are often grappling with complex, ambiguous and ‘whole system’ challenges. These range from organisation design, organisational effectiveness, restructuring, organisational change and culture. As a recognised HR sub-profession, OD&D practitioners work through the system to build organisational effectiveness and efficiency by paying attention to both human and whole system needs.
You will lead, coach, and manage colleagues through change interventions whilst navigating a complex landscape in partnership with organisational leaders and subject matter experts across the office. You will establish a strong professional network across the organisation to keep abreast of the changes happening across the office that may have an OD&D impact. Identifying and effectively scoping the resulting OD&D requirements with senior leaders will be essential to your success. You will become an active member of the extended leadership team across the SOE division and PBS directorate.
Responsibilities
+ Establish, lead, and manage the delivery of change interventions by providing expert OD&D advice and partnering with senior leaders, delivering improved organisation effectiveness and efficiency through the redesign of the whole or parts of the organisation.
+ Use high-quality written and verbal communication skills to develop briefings, guidance, and other documents, with appropriate styles for a wide variety of stakeholders, making the best use of data to inform decisions.
+ Support the OD&D Head of Service to develop and evolve the ONS’s Organisation Design and Development consultancy service and to develop OD&D capability across ONS, using best practices from across the Civil Service and beyond.
+ Build and maintain extensive working relationships across new and existing internal and external stakeholder networks, seek opportunities for collaboration, capability building, and enhance the OD&D team’s reputation for high-quality delivery at pace.
+ Role model excellent leadership, communication, decision-making, and change management behaviours whilst stimulating cultural growth as you lead people through change and a strong understanding of a learning culture and a commitment to your own development and personal growth.
