Full Job Description

Annual retainer £500 plus £500 per meeting (includes preparation and follow up). Up to 12 meetings per year.

CILEx Regulation regulates Chartered Legal Executives, other CILEX members, practitioners and entities. We oversee the education, qualification and continuing competence of those we regulate. Our regulatory framework is outcomes-focused with an emphasis on protecting and promoting the interests of the public and consumer.

We are currently recruiting two individuals as independent Panel Clerks to provide support and advice to our Professional Conduct Panel, Disciplinary Tribunal and Appeals Panel.

Professional Conduct Panel (PCP)

The PCP assesses the character and suitability of applicants for CILEX membership or authorisation (prior conduct and fitness to own). It also considers allegations of professional misconduct against regulated persons and determines whether there is a case to answer.

Disciplinary Tribunal (DT)

The DT hears charges of professional misconduct conduct against those we regulate and decides whether a sanction should be imposed. It also considers whether to remove a law firm's authorisation to carry out certain types of legal work.

Appeals Panel (AP)

The AP considers appeals from regulated persons against decisions made by the PCP, DT and other determinations by CILEx Regulation. This includes, for example, appeals against decisions by the PCP to reject an application for membership or authorisation, appeals against a finding of misconduct or a sanction such as exclusion from membership or authorisation, and appeals against the publication of an adverse outcome.The AP also determines appeals by CILEx Regulation against certain PCP and DT decisions.

What we are looking for

As a Panel Clerk, you will be independent of the regulator. You will be legally qualified (Chartered Legal Executive, Solicitor or Barrister) and have an understanding of professional regulation and the legal profession. You will be able to analyse, review and advise on guidance and procedures, relevant case law and draft concise and well-presented minutes and accurate, detailed determinations. You will have the confidence and credibility to manage the conduct of, and provide independent advice at, meetings of each of the panels. You will also undertake any additional duties arising out of the role (see Job Description for further information).

You will have excellent interpersonal and organisational skills, and be a clear and a strong communicator.

Appointments are for three year terms renewable (maximum 3 terms). The panel meets virtually around 8 to 12 times a year.
