PHB Monitoring and Assurance Manager

An opportunity has arisen to appoint a Personal Health Budget (PHB) Monitoring & Assurance Manager to join the Commissioning Development team within Complex Care. The role sits within the Chief Nursing Officer Directorate.

A Personal Health Budget is an amount of money to support the identified health and wellbeing needs of an individual, which is planned and agreed between the individual, or their representative, and the ICB. PHBs are intended to enable people with long term conditions and disabilities to have greater choice, flexibility and control over the health care and support they receive.

NCL ICB has recently launched a directory of PHB support services to help individuals manage manager direct payments. This will expand choice and enable more people to manage their care in the way that works for them.

This role will lead the monitoring and auditing of personal health budgets with a specific focus on direct payments and third party managed budgets. The role will engage with individuals and providers to provide assurance to the ICB on the management of these arrangements., o Manage the day-to-day contracts within the PHB frameworko Maintain the PHB service directory ensuring all suppliers included are compliant with serviceand quality KPI's.o Provide assurance that Direct payments are in line with personal care & support plans(PC&SP)o Monitors spend against each PHB package against the agree PC&SP, ensuring withintolerances. Where deviation is identified in amount or type of spend, investigate and report toHead of PHB and performanceo Engagement with framework suppliers to respond to queries, challenge as requires, ensuredelivery against contract specification. Investigate and report to Head of CommissioningDevelopment as requiredo Receive and audit PHB framework supplierso Identify themes and areas for improvement, creating action plans and monitoring delivery.o Manage the PHB panels, ensure accurate documentation and consistency of applicationo Reconcile actual spend against PHB budgeto Create reports and presentations to monitor all aspects of PHBo
Develop and set up new uses for PHBs, ensuring the governance arrangements are robusto Implement transfer protocols when a direct payment PHB is transferred from a local authoritypartner
