Full Job Description
This is a newly created post with a key role to play in ensuring that development is built in accordance with permissions granted, as well as working with other teams across the organisation, to enable the accurate reporting and use of planning obligation funds to support the timely delivery of new infrastructure by the Council, and outside bodies, across our borough. This is a busy role involving:
- Monitoring development to make sure it is built in accordance with the permission given, and section 106 Agreement trigger points are met as development proceeds on site, including making sure financial contributions are received by the Council and infrastructure is provided by developers on time.
- To complete regular data reconciliation between Council services on financial and non-financial planning obligations and help to ensure information is kept up to date, and is accurately and comprehensively reported. This supports the identification of new projects, that can be delivered using these funds, and assists in the production of our annual Infrastructure Funding Statement.
- Identifying breaches of planning, and seeking to resolve them by negotiation where possible, and to initiate enforcement action when required.
- Releasing funds to outside organisations that are delivering infrastructure required in accordance with planning permissions granted.
- Supporting training sessions for Council Members, parish/town councils and other bodies relating to planning obligations and infrastructure delivery.
- We will provide training and support on all systems used within the Planning and Building Service.
We are looking for a team player with a degree in town planning, or a discipline relevant to the post, like surveying, legal, or an equivalent level of qualification, or experience. The post holder will have: - A good understanding of town planning processes and procedures having worked in town planning or a related field.
- Experience of working in a customer-based office environment preferably in the public sector.
- The ability to interpret planning drawings, legal agreements and other technical and numerical information, and to work methodically, with a high degree of accuracy, using initiative to resolve problems.
- Strong all-round communication and negotiation skills.
- Experience of working with document management systems and data bases with good IT skills
