The Strategic Planning team at Thurrock Council is central to shaping the borough's future, ensuring the delivery of statutory planning functions, and driving forward the council's vision for sustainable growth and regeneration. The department plays a key role in developing and implementing the Local Plan, ensuring compliance with national policy and legislation, and enabling Thurrock to meet the needs of its residents, businesses, and developers. With a focus on innovation, place-shaping, and environmental sustainability, the team ensures Thurrock is a great place to live, work, and invest.
Job Role and Main Responsibilities
As the Planning Policy and Implementation Manager, you will:
- Lead the development, review, and implementation of the Council's Local Plan and associated statutory planning documents.
- Oversee strategic planning initiatives, ensuring they add value to place-shaping and align with the council's goals.
- Incorporate environmental planning functions into the Local Plan and Development Management service.
- Provide leadership, management direction, and inspiration to the team under the guidance of the Head of Strategic Planning and the Chief Planning Officer.
- Ensure that the planning service meets performance requirements, responds effectively to legislative changes, and aligns with the recommendations of the Planning Advisory Service (PAS) review.
- Work collaboratively with key stakeholders to ensure positive outcomes for residents and developers, supporting economic growth and sustainable development in Thurrock.
Strong leadership and management experience, with the ability to inspire and direct teams.
- Extensive knowledge of statutory planning functions, including Local Plan development and implementation.
- Experience in strategic planning and environmental planning functions.
- Proven ability to manage complex projects and meet performance targets.
- Excellent communication and stakeholder engagement skills, with the ability to work collaboratively across departments and with external partners.
- A proactive and innovative approach to problem-solving and service delivery.
- Understanding of national planning policy, legislation, and emerging trends.
Essential Qualifications
- A degree in Town Planning, Urban Design, or a related field.
- Membership in the Royal Town Planning Institute (RTPI) or eligibility for membership.
