About the Team

The General Expenditure Policy (GEP) team sits at the heart of HM Treasury's Public Spending Group, with its overarching function of public spending control and its role coordinating expenditure (spending) policy across HM Treasury.

We report to the Chancellor and Chief Secretary on in year spending control, covering around £1,000bn of public expenditure. We work closely with teams across HM Treasury to manage risks and advise Ministers on future public spending strategy and on options for funding new priorities, both at fiscal events and as they arise throughout the year.


About the Job

Joining us as Policy Adviser, you will be at the heart of the Budget and spending review at a time when spending choices are crucial to the government’s macroeconomic and fiscal strategy; advising ministers on the impact of decisions on day-to-day spending on public services such as healthcare and education.

As well as wide-reaching influence, you will be able to gain insight into the fiscal policy decision-making process, and have significant exposure to senior officials and ministers.


Key accountabilities

  1. Analysing spending on public services at Budgets and spring/autumn statements.
  2. Advising on issues impacting spending on public services.
  3. Developing analysis for Phase 2 of Spending Review 2025.
  4. Act as a GEP account manager. This means working with the relevant HM Treasury spending team responsible for a specific department.

About you

We believe this role would suit someone with policy experience, and/or strong analytical capabilities. Alternatively, it would suit an analyst with experience of spending policy. You'll have experience of processing and analysing data to draw conclusions and make recommendations. You'll also be skilled building positive working relationships across the department to work through difficult issues. Lastly, you'll display good judgement in how and when to involve colleagues in your work and prioritise your workload effectively.
