About the Team

The Personal Tax (PT) team sits within HM Treasury's Personal Tax, Welfare and Pensions group. We work on income tax, National Insurance (NICs), inheritance tax and other aspects of the personal tax system, including longer-term strategy and linking up with other areas of tax and welfare. Our area is of significant interest to the Chancellor and other Ministers.


About the Job

Great policy making is about understanding what needs to change, what problems need to be solved and supporting Ministers to arrive at the best solution to deliver the change.

Income tax policy is one of the most exciting roles in HM Treasury, leading on a core element of the tax system and the largest revenue by tax head. In this role, you will have significant responsibility and exposure to senior officials and ministers. Additionally, you'll be working at pace on high-profile issues; leading on core elements of personal tax policy. This is a great opportunity to be at the centre of HM Treasury’s fiscal event cycle, advising the Chancellor for Budgets and Finance Bills and helping improve the tax system and solving difficult problems.


Key accountabilities

  1. Lead on setting income tax rates and thresholds and the Personal Allowance.
  2. Own the branch’s work on the policy development of any explorations into the income tax system and simplification, including on legislation and implementation.
  3. Lead on the taxation of property income, including how it interacts with homeownership and wider simplification agendas.

You don’t need to be a policy professional or have any specific qualifications to apply to work as a Policy Adviser at HM Treasury.
