Full Job Description

As a Primary Care Commissioning & Performance Manager you will deliver a range of business functions to support the effective delivery of our programme of work. You will be leading designated Primary Care projects and GP contractual changes, whilst assisting the team to deliver the GP contract and Primary Care Network framework., The post holder will be responsible for providing a range of contracting and commissioning duties, working closely with colleagues in primary care and other directorates/organisations the post holder will take the lead in :
+ Assisting in the effective commissioning, contracting and performance management of all primary medical care contracts.
+ Supporting the commissioning of primary medical care services and the procurement of those services.
+ Developing and implementing policy and operating frameworks for the performance management of primary care contracts and delivering the NHS duty of continuous quality improvement.
+ Assisting the development of Primary Medical Care services ensuring that future developments reflect local and national policy health inequality priorities.
+ Assisting in the management of local performance, quality and contractual frameworks across the ICS and overseeing convergence with the national frameworks
+ Developing specialist knowledge of the regulations relating to Primary Medical Care Contracts to ensure that the ICB's contractual arrangements reflect the regulations and that the obligations imposed by the obligations are being met.
+ Handling complex and challenging situations, reasoning, communicating and influencing confidently for successful resolutions.
+ Assisting in the development of additional contracts i.e., Asylum seeker/ refugee healthcare, homeless etc.
+ Supporting the contractual management of Directed Enhanced Services, such as Primary Care Network arrangements.
+ Supporting the commissioning of Pharmacy, Optometry and Dental services as required.

Do you have a track record of delivery and the ability to resolve contentious issues?, + Experience of contracting management and commissioning
+ Project and programme management experience
+ Experience of working with GP practices, Primary Care Networks, providers and other stakeholders.
+ Experience of monitoring performance metrics.
+ The ability to work on own initiative and to organise own workload, working to tight and often changing timescales.
+ A strong level of IT skills enabling comprehensive analysis, interpretation and presentation of complex data
+ Clear communication skills, strong reasoning and negotiating abilities with excellent writing, report writing and presentation skills.

The Primary Care Team have a blended office and agile work requirement and you will be required to attend a range of organisations or GP practices across the Birmingham and Solihull footprint, as well as working at the Alpha Tower office base for 2-3 days per week. This is a varied, hands on role, which will provide exposure to, and experience of, different aspects of healthcare management, giving opportunity for skill and career development.
