You're not just joining a team; you're becoming part of a collective force helping to build and operate a railway fit for the next 200 years!, To direct the development and implementation of the Telecoms renewal and enhancement portfolio. Identifying funding sources and developing technical requirements, acceptance criteria and benefits realisation. What will you be doing? · Set the development and communication of renewals strategies and the associated prioritised work bank to quantify, evaluate and mitigate programme delivery risk. · Direct the development and specification of the Telecoms portfolio of renewals to facilitate the effective transition of requirements from the client to the appropriate delivery organisation. · Control the specification of the Telecoms portfolio of works, including design approval and the specific stakeholder requirements for acceptance of the equipment and associated services into asset ownership, operations, and maintenance. · Identify the interest of the client, customers, and stakeholders throughout the entirety of the renewals cycle to provide a focal point for escalation, manage change and drive benefit realisation. · Evaluate the review and interrogate client remits and challenge plans to confirm their overall viability. Work with internal and external stakeholders to establish a scope which optimises client requirements, value for money, network availability and capacity for future development and whole life cost. · Prepare the conversion of the client remit into an agreed project requirement specification to support the development of the initial project plan and budget; working with the project manager to specify how the project portfolio is going to be delivered, expected milestones, and associated timescales, resource requirements, risks & issues and funding needs/sources. · Develop business cases and investment papers for Telecoms project portfolios, to provide clear rationale and justification for the cost · Lead the periodic reviews with the associated delivery organisations to drive accountability with project and programme managers for cost, time and scope parameters in line with the Client requirements. Communicate progress status against defined milestones and expectations to stakeholders putting contingency measures in place if required and presenting any required scope changes to the client for approval. · Implement compliance with the requirements of investment regulations other corporate governance and delivery methodologies (GRIP/PACE). · Direct the assignment of key duties delegated by the Client as detailed within the Construction Design Management (CDM) Regulations for the programme of projects allocated.

· Qualified to degree level or equivalent experience · Experience of dealing with client portfolios and liaising with people at all levels · Ability to articulate complex business problems into manageable work packages and produce synthesised logical solutions · Proven ability to write coherently, conveying report / investment information in a concise manner · Commercially astute, persuasive, and customer focused · Proven influencing and negotiating skills · Experience of leading a successful team Desirable · Experience in a management role in a commercial or delivery environment
