Full Job Description

The role will mainly comprise of
a) Project Pipeline Management and agreement of sourcing strategies with stakeholders AND
b) Running Competitive Procurements (FTS tenders, non-FTS tenders and Framework Mini-competitions)

You will manage the pipeline of upcoming capital projects with stakeholder groups, collaboratively pre-planning procurements to maximise effectiveness. You will build and manage an excellent working relationship with stakeholders and act as their trusted procurement advisor.

You will undertake procurements for construction, IT, clinical equipment and other capital items, selecting the appropriate procurement route (FTS tender, non-FTS tender, framework mini-competition etc) for each. The procurement values will range from £50k to over £50m.

You will also undertake high value major project procurements for a diversity of high value, complex projects.
We want people who know how to build productive relationships with stakeholders
and persuade them to procure in a way that will optimise value.

You do not need to have experience of construction, IT, clinical equipment, capital or high value procurement.

If successful, you will be part of the Capital & Major Projects Team and will be directly managed by the Head of Procurement - Capital & Major Projects (HCMP).

Training and coaching will be provided to you by the HCMP on construction, IT, clinical equipment and other procurement.

Upon arrival, you will undertake a skills gap analysis and training/coaching will be provided by the HCMP or other SWLPP staff to resolve gaps.
Examples of areas where, if necessary, coaching can be provided are -

  • FTS and non-FTS Tendering

  • How to question a stakeholder on initial engagement to establish the full requirements and issues

  • Structured pre-procurement market engagement

  • How to select the optimal procurement route

  • How to provide structured assistance to a stakeholder to ensure that they produce a good quality specification

  • How to optimise evaluation criteria for the specific procurement being undertaken

  • What to do to avoid being challenged

  • Contract drafting - Key contract schedules and clauses and proofing the contract against cost-pressure variations

  • Stakeholder Management

  • How to conduct a Lessons Learnt Analysis
