Full Job Description

To develop and deliver of sourcing strategies and cost improvement plans to support the Transformation Group. This role will lead on the rationalisation and standardisation of products and will be a focal point for the Procurement Manager and the Ward Inventory Manager.
You will report to the Head of Procurement and support and work with buyers within the Procurement Team., + To ensure that the RNOH becomes a commercially focussed, dynamic organisation which delivers innovative solutions to achieve significant and sustainable cost improvements
+ Strategically lead and effectively manage the procurement work plan for all products and services across the Trust. Ensuring compliance with the Trust's standing financial instructions.
+ Ensuring compliance to Procurement regulations and have sound knowledge of the procurement process.
+ Develop and implement systems and procedures that deliver best value from supplier expenditure
+ Manage the effective purchasing of goods and services ensuring delivery of best value for money.
+ Be responsible for the provision of a robust procurement process, with specific emphasis on security of supply, best value for money and compliance with all regulatory legislation., · To lead on FTS tender and/or mini competitions/ quotation exercises resulting in the award of formal contracts for the goods and services required to provide effective patient care. Specifically, this will involve placing advertisements on the Trust's contract management portal, receiving and evaluating potentially complex bids and producing recommendation reports for verification by the Head of Procurement /Deputy Associate Director of Procurement as appropriate.
· In the absence of the Head of Procurement support the production and reporting against Key Performance Indicators to measure progress and success of procurement activity, relating specifically to the post holder's areas of responsibility.
· Work with end users and suppliers to identify cost effective alternatives to products currently in use. Ensure thorough evaluation and consultation prior to any changes being made.
· Following contract award, conduct contract review meetings as necessary to ensure the contract is performing as expected and there is a robust process in place in the event that the contract does not perform as expected. It is the responsibility of the post holder to ensure that end users are fully involved and engaged in the process at all stages., The Trust uses electronic new starter forms on Trac to collect personal details. Information collected is securely stored and used to set up the employee record on the ESR HR system.
