Full Job Description

Reporting to the Head of Procurement, the Procurement Manager is responsible for procurement of all goods and services that support the functioning operation of all of our IQ assets. They will work to fundamentally support all centrally based functions including Estates and Operations Capital projects team and Central Services. Key Role Responsibilities:

  • Provide procurement support for all functions across iQ, in particular Facilities (Hard and Soft Services), Capital spend and central services (i.e. HR, Marketing, IT etc)
  • Be able to build, maintain and influence stakeholder relationships ensuring clear alignment between strategic business plans and Procurement's direction.
  • Lead and run tender processes within IQ across multiple spend categories, from definition of requirements through to contract award and execution.
  • Produce required RFP documentation, with required inputs from the stakeholders on business requirements and outcomes needed.
  • Maintain all supplier contracts, working with legal, to ensure that any changes in contractual arrangements are captured through the necessary contract variation process.
  • Support the Procurement Administrator and Accounts Payable team to ensure that all suppliers records are maintained and up to date, including accreditations, insurances / VAT / CIS / H&S external assessments.
  • Work with the finance function in ensuring all contractual relationships are in line with the companies legal and tax structure from a contractual and invoicing perspective.
  • Provide key stakeholder management to ensure the main stakeholders have regular engagement with their supply chain and support where there is a level of escalation; including annual reviews of the relationship / contract.
  • Provide advice on procurement routes to all business stakeholders, in line with the iQ Procurement Policy.
  • Support the annual budgeting process where required.
  • Contribute to the development of processes, policies and tender template documents.
  • Support the Head of Procurement on identifying the ongoing pipeline of activity of upcoming tenders and contract renewals / extensions, ensuring contracts are proactively reviewed before extending and necessary extension or termination notices are drafted and executed.
  • Review of geographical limitations of existing supply chain and consider where a national / regionalised approach needs to be considered.
  • Identify spend categories that have multiple suppliers and lead the procurement process to rationalise the supply chain and identify a list of iQ preferred suppliers that have been fully vetted, with the necessary contractual arrangements and rate cards in place.
  • Review existing agreements to ensure all high-risk and major contracts have the correct contract contractual arrangements, commercials and performance management measurements within them.
  • Review the active suppliers within the P2P system and establish list of suppliers that should be deactivated, where not meeting iQ standards.
  • Provide advice and oversight of risk management and transfer through the procurement and execution cycle, in particular health and safety and modern slavery risks to the business.
  • Delegate for the Head of Procurement when out of the office.

    Demonstrable experience of working within a strategic procurement function, ideally brownfield.
  • Proven experience of tender management on large or complex programmes.
  • Experience of implementing roll out of new suppliers with online portals.
  • Proven experience of achieving cost savings and sustainable benefits through effective negotiations.
  • Highly motivated professional with a proactive approach to procurement.
