Full Job Description

The IBM Procurement Organization supporting the United Kingdom is looking for a Procurement Professional for the UK Public Sector market. IBM Global Procurement is responsible for managing all spend with IBM 3rd party suppliers. The UK market is a key contributor to overall IBM revenue and therefore the UK Procurement team deals with high spend and complex contract negotiation. This is a busy and varied role, providing purchasing support to UK stakeholders. The candidate will be joining a dedicated team of Procurement professionals based in the UK and colleagues around Europe who support the UKI market. The candidate will be involved in negotiating and contracting with selected vendors, providing advice and guidance on sometimes complex and sensitive commercial issues, as well as duly documenting all deals in the relevant tools. Your Role and Responsibilities The Procurement Professional has the responsibility to achieve best overall value for IBM when acquiring or contracting for goods, services and intellectual property assets. As such, your principal responsibilities are to:

  • Ensure an effective procurement process is defined and operated;
  • Advise and guide business on third party supplier commercial relationships;
  • Develop and manage RFxes (Tenders/Requests for Purchase), including facilitating RFx response analysis and RFx assessment with stakeholder;
  • Negotiate contract terms with supplier and liaise with legal staff where appropriate;
  • Select suppliers and conduct a fair value determination;
  • Develop and maintain effective relationships with key internal and external stakeholders;
  • Maintain effective audit trails for all sourcing activities, end-to-end in IBM's tools;
  • Create appropriate contract documentation, including flow down terms, mirroring of terms from customer contract to a vendor contract;
  • Establish effective process indicators that demonstrate performance against these measurements;
  • Track and monitor savings
  • Required Technical and Professional Expertise
  • Chartered Institute of Procurement & Supply (CIPS) (not mandated if candidate can demonstrate skill set from prior experience)

    Proven experience in supply chain and supply relationship management.
  • Experience in engaging and dealing with Public Sector clients.
  • Established Government Security Clearance ref Home Office/ DVLA/ MOD clearance.
  • Areas of experience required, but not limited to
  • o Commercial contracting with suppliers, including negotiating flow up and flow down terms and conditions. o Category knowledge in the purchasing of Services, Software, Staff Augmentation Preferred Technical and Professional Expertise
