The Procurement Service Manager will (in outline) :

  • Understand, plan and manage non-clinical procurement in the Trust, particularly IT, Estates and Facilities.
  • Manage the non-clinical procurement team.
  • Plan and manage complex and high value sourcing for goods, services and works across capital, maintenance, consumables and goods.
  • Work within Trust policies, Standing Financial Instructions and national procurement regulations.
  • Plan and deliver savings to support divisions and project teams.
  • Advise and coach colleagues in the Procurement Department and the Trust.
  • Please note that this role can also be located in Devonshire House, Barnstaple along with hybrid elements. Working hours per week. Monday - Friday, 8 : -

    The role is described in the Job Description which applicants should check before applying. The post requires someone with extensive experience of procurement, preferably in non-clinical areas and with tendering expertise over the national thresholds (formerly OJEU). An extensive knowledge of public sector frameworks and their use is essential. The ability to rapidly understand construction procurement is important as would be knowledge of the Facilities arena and a basic understanding of IT infrastructure and software delivery. The incumbent must have team management experience and be willing to work as a fully committed member of the procurement management team and divisional teams. The role is fixed term, to support the incumbent's secondment to a Trust project, being planned for two years, but it could be less, depending on the project's life. Applicants need to be able to start within a month. The role will suit those ready for advancement who will benefit from the experience. Applicants should also note the role is subject to the TUPE of the Procurement Department to UHP, for which consultation is starting during October and a transfer date of / / 5 is planned.
