Role Title Programme finance manager - Welsh Government Energy ServiceJob Family & Project/Programme management: Programme managerCategoryTeam RenewablesLine Manager Programme ManagerNew/ Existing Role New rolePerm/ Fixed Term Permanent This role supports the delivery of grant schemes administered by Energy Saving Trust, maintaining robust financial management of funds and grant claims. Energy Saving Trust delivers the Energy Service in Wales in partnership with the Carbon Trust. Within the Energy Service programme, our main focus is on supporting the development of local community energy projects, with an emphasis on renewables; with the aim of reducing carbon emissions and creating local benefits. We also deliver grant schemes on Low Carbon Heat, Transport and Renewable Energy to the Welsh Public Sector. This is done by providing high-quality, tailored and impartial advice and support service across Wales Within one month, you will:Job Purpose
- Meet with key colleagues, including stakeholders and partners.
- Complete the corporate induction programme.
- Agree your objectives for first 6 months. Within three months, you will:
- Have developed and honed your knowledge of the programme, with an understanding of all aspects of delivery and be proactively monitoring progress against targets.
- Be representing the programme at stakeholder and partnership meetings/events. Within six months, you will:
- Be leading the team effectively, working collaboratively with stakeholders, supply chain and partners so that the programme is realising its potential.
- Seek out opportunities to secure further funding by working closely with the client and business development team. Support our efforts with equality, diversity and inclusion

- Responsibilities

- Work with the programme manager to design, operate, manage and responsibilities refine financial systems to ensure fair and accurate distribution of grant funds and robust management and reporting of overall scheme finances.
- Review grant scheme financial management processes and oversee their effective operation.
- Oversee quality assurance on scheme processes.
- Support other team members in communicating and answering queries about scheme processes.
- Manage and oversee checks on grantee reporting of finances and impact data.
- Review and sign off grant claims processed by other team members.
- Support delivery of other Energy Saving Trust programmes, when required.Knowledge, Essential
- Excellent understanding of financial management applicable to qualifications grant schemes.required
- Good understanding of the charitable and community sector and the unique challenges they face.
- Well-developed interpersonal skills and the ability to deal with situations with sensitivity and diplomacy.
- A supportive and collaborative mindset.
- Attention to detail.
- Organised with a proven track record working simultaneously on a variety of tasks.
- Good IT skills, particularly MS Word, MS Excel, and databases., Good understanding of energy issues related to a just transition to net zero.
- Project/programme management experience.
- Experience in building and managing trusted relationships.
- Delivery experience in the community/charity sector.
- Experience of working on energy projects.
- High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements.
