Grade 12- £75144- £84384pa 12 Month Secondment /Fixed Term Contract. We are looking for a Programme Manager to lead a number of service redesign and technology change projects. The successful candidate will have a track-record of delivering enterprise business systems and online public facing portals with high levels of data integration. They will demonstrate acumen in how to get things done in complex organisations leading and guiding projects and stakeholders through difficult decision-making and competing priorities. They will lead by example, knowing when and how to get into the detail of a particular issue, and when to stay out of the detail and support the experts to come up with the best approach. About the Job The main purpose of this role is to:
- This is a vital role in terms of the success of transforming the way we work as a council. The postholder will be required to deliver a complex programme of work to tight deadlines across all three directorates of the authority; People, Place and Resources. This will involve managing and coordinating several projects, service reviews and organisational changes simultaneously.
- Deliver change at all levels of the organisation working in close liaison with multiple stakeholders; this will involve engagement via a number of forums, negotiation and leadership to drive the change agenda
- Be pivotal in ensuring effective governance is in place and that roles and responsibilities are defined ensure that high quality programme documentation is maintained to ensure transparency and scrutiny can be applied to our work at all times.
- Oversee and ensure programmes and projects are delivered to the highest level of rigour and standards including the use of all standard techniques and documents, and particularly ensuring risks, issues and dependencies are proactively identified, tracked and acted upon effectively.
- To track and report on financial implications including fully costed plans, delivery to plan, impact on ongoing revenue and identified
- To lead programme meetings and boards where necessary and to manage the meetings effectively with agendas, records and the management of the various stakeholders required to deliver. To make presentations to small or large groups on a variety of topics related to the work
- Communicate effectively to senior leaders and all stakeholders affected by the impact of change through appropriate channels.
- To meet local authority requirements in regard to compliance with corporate processes, Financial Regulations and other constitutional requirements, having particular regard for the Organisational Change process. Ensuring that sufficient time is factored in for Cabinet or other approvals that may be necessary for projects to be implemented.
You will be someone who really wants to make a difference, and can transpose that enthusiasm into delivering positive outcomes. Excellent relationship management and project management skills will be key to successful delivery in this role. Experience of leading and delivering service/business reviews and restructures is required. Experience of delivering new initiatives and of delivering projects that result in substantial change and/or integration across organisations is also necessary. This role will be carried out via hybrid working, consisting of a combination of homeworking and office based working. Face to face engagement and communication sessions will be necessary
