Full Job Description
The Global Supply Chains Intelligence Pilot (GSCIP) was set up (through the HMT shared outcomes fund initiative) in May 2021 to radically change our understanding of supply chains by developing a digital prototype which uses data driven approaches including novel analytical data science and machine learning techniques to combine commercial and HMG data to quickly derive new insights into supply chains for HMG policy and operational priorities.
Our vision is to establish the Programme as HMG's single leading intelligence platform for analysing global supply chains and linked business networks, enabling policy makers to make data-driven decisions, creating value for money for taxpayers and strengthening the resilience of the UKs national and economic security.
We are looking for talented and motivated civil servants to work on a high-profile programme to ensure we can deliver an ambitious agenda.
You will provide leadership to the project team, reporting to the Grade 6 Programme Lead to set direction and ensure successful delivery of programme objectives and deliverables to time and budget. You will oversee the work of Digital, Data and Technology (DDaT) and commercial experts and work closely with analysts to build a collaborative team culture. You will also head up a small PMO team accountable for planning, scheduling, resourcing, governance, secretariat and cross-programme coordination. You will also be responsible for building an effective programme structure combining proportionate elements of Agile and waterfall, putting in place appropriate project documentation and controls., Delivery of the project objectives and deliverables as set out in the business case.
Management of project budget and resources.
Development and oversight of proportionate and appropriate programme controls, process and documentation, including planning, risk and issue management, assurance, change control, resource management, governance and secretariat.
Line management and delivery oversight of the PMO.
Work with the organisations that have signed up to the pilot to build relationships, understand and deliver user requirements, and secure access to required data.

Vetting

A member of the Project Delivery Profession, graduate of the Project Leadership Programme, or demonstrating equivalent experience.
Any suitable project management qualification, such as APM Project Professional Qualification, PRINCE2 Practitioner, or PRINCE2 Agile Practitioner, or demonstrating equivalent experience.
Desirable Criteria
Demonstrable experience of leading complex projects and programmes from initiation through to benefits realisation.
Ability to demonstrate experience of setting up a project or programme delivery structure, including governance, resourcing, PPM tools and stakeholder management.
Experience of building and leading multidisciplinary teams to deliver in a range of contexts, including experience of working with digital and analytical experts.
Demonstrate the ability to mix waterfall and Agile approaches and deploy PPM processes, controls and products proportionate to the operating environment.
An understanding of trade policy or supply chains.
Significant experience of team leadership.
