Full Job Description

Step into a pivotal role at the Valuation Office Agency (VOA) during an exciting phase of transformation. As we merge two Government Major Portfolio Programmes (GMPP) into the groundbreaking NextGen Rating (NGR) programme, we're seeking a visionary leader to ensure that the Programme delivers efficiently to agreed timescales and to budget. This is an exceptional opportunity to spearhead a £240 million transformation initiative and shape the future of non-domestic rates in the UK while influencing policy at the highest levels of government. In the role of Programme Manager, you will provide expert advice to the programme, drive programme delivery and ensure that objectives are clearly defined and achieved within the agreed time, cost, and quality constraints. The role is pivotal in delivering change and transformation across the Next Generation Ratings programme via a variety of methodologies including waterfall, agile and hybrid. We are looking for an experienced delivery professional able to build and maintain a strong delivery focused team confidently able to provide direction and guidance. The role holder will have a key role in project governance and will work closely with other programme stakeholders, to ensure the agreed project outputs are delivered. The Programme Manager will be accountable to the Programme Delivery Director. As a collaborative leader, the Programme Manager will work seamlessly across multiple programme teams, engaging confidently with financial, commercial, communication and technical delivery specialists.   • 6.7775_IPA_Project Delivery Capability Framework 2021 Refresh sample pages (publishing.service.gov.uk), Accountable to the Programme Delivery Director for developing and leading project delivery teams to deliver agreed outcomes within time, cost, and quality constraints.
  • Day-to-day management of the project delivery teams, ensuring that they deliver on time, within scope and within budget.
  • Provide effective leadership and management controls. Set project controls and 'stop / go' decision points. Set appropriate delivery methodologies and manage effective transition between project phases.
  • Build and maintain strong delivery-focused project teams to ensure that teams are effectively communicating delivery status and resolving risks.
  • Own PI Planning responsibilities across all projects, developing a clear vision through the use of best practice project planning standards, tools, and processes.
  • Lead initiatives to improve project delivery processes, identify inefficiencies, and implement changes to enhance productivity and quality. Maintain GMPP standards of delivery and the implementation of agile best practices to ensure consistent and successful delivery.
  • Oversee risk and issue management, ensuring mitigations are monitored regularly and any issues resolved.
  • Identify skill requirements at all stages of the project, recruiting resources within budget constraints, overseeing effective deployment of resources including building the project team; delegation of roles and responsibilities; developing capability and fostering innovation.
  • Develop the budget and track delivery within budget.
  • Responsible for maintaining and enhancing good stakeholder relations through effective communications; reporting progress and issues appropriately and effectively; building and maintaining team motivation and focus and ensure conflict is effectively managed.
  • In addition, there will be wider responsibilities to support the Programme Delivery Director, which may include:
  • Supporting the development of the Programme Business Case, liaising and engaging with contributors across the organisation as required.
