Full Job Description

This Programme Manager role manages the delivery of the Track Portfolio for Works Delivery across the Kent and Sussex routes which forms part of the Southern Renewals Enterprise in the Southern Region. The role ensures safe, reliable and efficient delivery of Plain Line and Switches & Crossing refurbishments along with Wheeltimber renewals and Level Crossing surface renewals.

Management of a safe, reliable and efficient delivery output is a key part of this role as well ensuring greater level of integration with our other delivery partners and always ensuing that our passengers and freight users are at the heart of everything we do.

This is an exciting time for Network Rail in the Southern Region and this role offers a unique opportunity to be part of the Southern Renewals Enterprise, a new concept of renewals delivery with Works Delivery acting as one of five delivery partners who have been chosen to deliver the entire renewals portfolio for the Southern Region., 1. Develop and deliver a specific programme of work, on time, to budget and to other agreed success criteria within corporate guidelines including the Investment Competence Framework.

2. Work with the client to establish an effective relationship supporting effective delivery, performance measurement and management of change. This should encompass where appropriate communications with outside bodies.

3. Develop and manage the Programme team (including external suppliers), monitoring adequate resources available to deliver a flexible, competent, skilled and effective workforce at all times.

4. Achieve the programme outturn and margins as agreed with the Programme Director.

5. Develop an appropriate strategy for the development and delivery of the Programme work scope.

6. Identify priority opportunities within the programme and lead promotion and sharing of best practice between programmes.

7. Monitor planning so that it considers cross-programme requirements and supports the effective delivery of contracted obligations.

8. Undertake accident investigation when remitted by the relevant designated competent person

9. Identify and implement quality and efficiency improvement initiatives.

10. Lead and inspire the team to maintain full engagement in meeting business objectives.

11. Manage and comply with company procedures to provide appropriate resources, communication strategies, training, competency and evaluate fitness of staff to safely deliver their accountabilities.

12. Act upon and discharge of, all Construction Design Management (CDM) obligations for projects as directed.

· Able to lead a team and motivate team members.

· Relevant experience in the successful management of major programmes of work in the construction and/or rail industries.

· Strong commercial and negotiation skills.

· Knowledge of the principles of investment processes and procedures.

· Knowledge of the principles of Health & Safety legislation, environmental and best practice.

· Construction design management competence

· Project safety management experience

· Accident investigation experience.

Desirable

Six Sigma Yellow Belt.

The Southern Renewals Enterprise (SRE) is accountable for the Southern Regions renewals programme (CP7 & CP8) and through collective expertise will develop, mobilise and deliver a £9 billion programme between 2024 – 2034.
