Performance Monitoring Officer (Housing Strategy and Commissioning) Outline of job tasks 1. Oversee the commissioning of a new affordable housing investment strategy. 2. Chair performance meetings with the Councils ALMO Sutton Housing Partnership and Encompass, its trading company delivering homelessness to monitor and oversee regulatory, KPI and financial performance ensuring collaborative working across the organisations and continuous improvement. 3. Contribute to producing the Council's Housing Revenue Account Business Plan and other related strategies and plans. 4. Reporting and presenting to the Housing, Economy and Business Committee on key business areas within the Housing Directorate including the HRA business plan. 5. Reviewing the management agreement with Sutton Housing Partnership. 6. Quality assure and audit the performance data provided by the Council's ALMO, Sutton Housing Partnership (SHP) and Encompass, its trading company delivering homelessness and other statutory housing services. 7. To respond to Members enquiries, Councillor enquiries, Freedom of Information Enquiries and Subject Access requests and to oversee and ensure the Councils companies Sutton Housing Partnership and Encompass track, respond to and follow up on their enquiries within the prescribed timescales. 8. To respond to LBS complaints within prescribed timescales. To oversee and monitor compliance with the Ombudsman complaints handling code with SHP, including performance on embedding lessons learned, the annual self assessment submission and effectiveness of complaints handling. To oversee and monitor complaint handling within Encompass, the homelessness division. 9. Approvals of invoices on Business World and ensuring robust management of financial spend within budget provision. To feed into budget forecasting and demonstrate Value for Money savings and efficiencies. 10. Coordinate and submit the Council's annual housing statistical returns and other housing related submissions to Government. 11. Oversee the inputting of housing related performance data to corporate and directorate performance management systems. 12. Input to reviews of housing policy in relation to the housing management services delivered by SHP and the statutory housing services delivered by Encompass. 13. Review operational protocols between SHP, Encompass and other parties 14. Update the Council's database of local housing association contacts and stock profile 15. Work with Adult Social Services to identify housing needs of specific client groups and put in place strategies and plans to meet these. 16. Be the Council's liaison point for local housing associations and deal with casework issues that arise, attending any partnership or benchmarking meetings. 17. Attend Roundshaw Performance Group meetings with Metropolitan Thames Valley Housing. 18. Assess and advise of implications of proposed new legislation updating relevant policies and communications to reflect. 19. Coordinate responses to government and other consultations., 1. Experience of working in relevant roles in social housing and local government Experience of performance management including chairing meetings and ensuring follow up, demonstrating improvements. Experience of responding to Members and Councillor enquiries, complaints and freedom of information requests Experience of policy and strategy development in housing or a related field Experience of managing contractual or clienting relationships Experience of writing reports, creating presentations and presenting to Council Committees and Boards Experience of HRA Business Planning Required knowledge and skills Knowledge of housing management and statutory housing services including regulation and current legislation. Able to interrogate and apply performance management systems and best practice to drive service improvements. Able to influence and communicate effectively with a wide range of people using a variety of different methods and styles Be highly organised, with a flexible approach, excellent at time management and be able to manage competing priorities Be politically and tactically astute with an understanding of how to influence key stakeholders and manage relationships High competence of written and verbal communication, financially astute
